Summary: Exhibit C - Bid Sheet for FDOT District 3 Demolition and Removal Services
This bid sheet is part of the Invitation to Bid (ITB-26-3014-CS) issued by the Florida Department of Transportation District 3 for demolition and removal services across 16 counties in the district. The solicitation seeks unit pricing for comprehensive demolition and removal services including residential structures (frame, concrete block, and masonry in one-story and multi-story configurations), commercial and industrial structures (metal, frame, concrete block, and masonry), mobile homes, signs and utility poles, miscellaneous items such as slabs, decks, outbuildings, septic systems, wells, fencing, pools, and debris removal. The bid sheet also includes pricing for ancillary services such as clearing and grubbing, erosion control, fence installation, equipment rental, and securing of buildings. Technical questions are due February 23, 2026, sealed bids are due March 4, 2026, at 10:30 a.m. Central Time via email, with public bid opening on March 4, 2026, at 2:00 p.m. at 1074 Highway 90, Chipley, Florida. The intended award date is March 6, 2026. The contract is structured as an indefinite quantity agreement commencing March 27, 2026, for an initial 36-month term with possible renewal for up to three additional years.
Bidders must submit unit pricing for all line items on the bid sheet with no blank or "N/A" entries, or their bids will be deemed non-responsive. The Department intends to award two contracts—one based on low bid and one as a supplement—with awards determined using a sample project calculation methodology. Bidders must demonstrate a minimum of two years of active engagement in demolition services, be registered in MyFloridaMarketplace, provide a performance bond of $30,000, and maintain general liability insurance with combined bodily injury limits of $200,000 per person and $300,000 per occurrence. Compensation is based on the unit prices submitted on the bid sheet and must comply with prevailing wage rates under the Davis-Bacon Act for federally funded projects and applicable federal and state environmental regulations. Liquidated damages of $100 per day apply for failure to meet completion dates. All vendor payments are subject to the MFMP Transaction Fee. No specific budget or award value ranges are disclosed in the solicitation documents.
