About this file
The document is an Exhibit C - Bid Price workbook for an Audio-Visual Solutions competitive solicitation issued by Washington State Enterprise Services covering Western and Eastern Washington geographic regions. The solicitation seeks comprehensive audio-visual equipment and services, including consultation, design, maintenance, and warranty coverage. Bidders are required to complete detailed pricing worksheets for equipment brands, hourly rates for various professional positions, and percentage markups above prevailing wage rates. The solicitation allows bidders to submit proposals for one or both geographic areas, with the option to have identical or different pricing structures across regions.
The pricing methodology involves evaluating bidders across multiple scoring categories, including audio-visual equipment markup (up to 100 points), hourly service rates (up to 50 points), and prevailing wage rate markups (up to 50 points). The total possible scoring is 500 points for Western Washington and 550 points for Eastern Washington. Bidders must provide percentage markups above contractor cost for equipment brands, with Enterprise Services calculating an average markup. Hourly rates must cover all fees and expenses, including base warranties, and prevailing wage rate calculations will use a formula that multiplies the bidder's percentage by the current wage rate to determine maximum chargeable rates.

1. Western Washington Solicitation 00224 - Exhibit C - Bid Price Bid Price Instructions
Instructions to Bidder: This Bid Price Workbook includes three (3) worksheets:
1. Western Washington;
2. Eastern Washington; and
3. Responsive Bid Example.
Complete the worksheet for the Geographic Area(s) bidder is submitting a bid for.
Worksheets one (1) and two (2) include the following sections: A. Geographic Areas; B. Design Scenario; C. Audio-Visual Equipment Pricing; D. Audio-Visual Services Pricing; and E. Audio-Visual Warranty and Managed Support Pricing.
Worksheet three (3) is an example of a responsive bid. In order to be considered a responsive bidder, bidder must answer all scored and non-scored sections within worksheets one (1) and/or two (2), unless the instructions for a section specify that bidder may leave cells blank. A bidder's failure to provide an answer where required (i.e. leaving a cell blank) may be grounds for the bid to be considered non-responsive.
Please note that any fees, charges, or costs not identified here will not be allowed as part of 00224 Audio-Visual Solutions pricing. Enterprise Services will interpret a "$00.00 hourly rate" or "00.00% markup" to mean that bidder will offer the Audio-Visual Equipment and/or Audio-Visual Services for free, at no charge to Purchaser. Do not alter any other portions of this workbook, except for modyfing the height or width of a row or column.
A. Geographic Area Instructions
Instructions to Bidder: Provide the following information:
1. Geographic Areas: Select the Geographic Area(s) that bidder is submitting a bid for. (not scored)
***BIDS FOR ONLY ONE GEOGRAPHIC AREA: Bidders who are only submitting a bid for one Geographic Area can fill out the worksheet indicated for that Geographic Area, and leave the other worksheet blank. In this instance, bidder should select their proposed Geographic Area in Row 20, Column B.
***BIDS FOR BOTH GEOGRAPHIC AREAS: Bidders who are (i) submitting bids for BOTH Western and Eastern Washington and (ii) have IDENTICAL bids for both Geographic Areas (i.e. bidder's pricing for Audio-Visual Equipment and Audio-Visual Services is exactly the same) should ONLY fill out worksheet 1. Western Washington and answer "yes" within Row 21, Column B. The Exhibit will automatically populate bidder's pricing data from worksheet 1. Western Washington into the applicable cells within worksheet 2. Eastern Washington. If costs vary: Bidders who are submitting a bid for both Geographic Areas, but the pricing for each is different, should fill both Geographic Area worksheets. In this instance, bidder should select "Western and Eastern" in Row 20, Column B, and "No" in Row 21, Column B.
B. Design Scenario Instructions
| Instructions to Bidders: The Audio-Visual design scenario is described fully in Exhibit B - Scored Non-Cost Factors, Req. ID. 7, Design Scenario Narrative Response. The formula used for calculating adjustments to L&I's prevailing wage rate for a trade is as follows: Bidder's percentage (%) bid * Prevailing Wage Rate = Adjusted Prevailing Wage Rate. An example of the prevailing wage calculation for an Adams County Electrician (Journeyman) is as follows: the submitted bid is 268%; the prevailing wage rate is $59.85; the Maximum Charge Rate to Purchaser = 2.68 * $59.85 = $160.40.

2. Eastern Washington Hidden Solicitation 00224 - Exhibit C - Bid Price Bid Price Instructions
Instructions to Bidder: This Bid Price Workbook includes three (3) worksheets:
1. Western Washington;
2. Eastern Washington; and
3. Responsive Bid Example.
Complete the worksheet for the Geographic Area(s) bidder is submitting a bid for.
Worksheets one (1) and two (2) include the following prompts: A. Geographic Areas; B. Design Scenario; C. Audio-Visual Equipment Pricing; D. Audio-Visual Services Pricing; and E. Audio-Visual Warranty and Managed Support Pricing.
Worksheet three (3) is an example of a responsive bid. In order to be considered a responsive bidder, bidder must "answer" all scored and non-scored portions within worksheets one (1) and/or two (2). An "answer" means Bidders must answer the prompt in the designated answer cell. If Bidders do not offer the Audio-Visual Equipment and/or Audio-Visual Services requested in a prompt, Bidders must still provide an answer in the applicable cell by specifying "Not Applicable" (N/A). A "Not Applicable" (N/A) answer will not be evaluated and will not be included in bidder's evaluation score. A bidder's failure to provide an answer (i.e. leaving a cell blank) may be grounds for the bid to be considered non-responsive.
Please note that any fees, charges or costs not identified herein will not be allowed as part of 00224 Audio-Visual Solutions pricing.
1. Geographic Areas: Identify the Geographic Area(s) that bidder is submitting a bid for.
***BIDS FOR MULTIPLE GEOGRAPHIC AREAS: Bidders who are (i) submitting bids for BOTH Western and Eastern Washington and (ii) have IDENTICAL bids for both Geographic Areas (i.e. bidder's pricing for Audio-Visual Equipment and Audio-Visual Services is exactly the same) are NOT required to fill out worksheets one (1) and (2) for both Western and Eastern Washington. Instead, bidders with identical bids for both Geographic Areas should ONLY fill out worksheet 1. Western Washington and answer "yes" within Row 21, Column B, that bidder's bid is exactly the same for both Geographic Areas. This Exhibit will automatically populate bidder's pricing data from worksheet 1. Western Washington into the applicable cells within worksheet 2. Eastern Washington, without any further action from bidder. DO NOT FILL OUT WORKSHEET 2. EASTERN WASHINGTON, IF BIDDER ANSWERS "YES" WITHIN WORKSHEET 1. WESTERN WASHINGTON THAT BIDDER'S BID IS EXACTLY THE SAME FOR BOTH GEOGRAPHIC AREAS.
B. Design Scenario Instructions
Instructions to Bidders: The Audio-Visual design scenario is described fully in Exhibit B-2 - Performance Requirements, Req. ID. 7, Design Scenario Narrative Response. Bidders must first review the design scenario in Exhibit B-2 - Performance Requirements Req. ID. 7, and then provide pricing for the design scenario within this Exhibit-C Bid Price. Assume no travel costs apply.
1. Audio-Visual Equipment: Provide the Total Audio-Visual Equipment Cost in Row 24, Column B.
2. Audio-Visual Services: Provide the Total Audio-Visual Services Cost in Row 25, Column B.
3. Audio-Visual Solution: The Total Audio-Visual Solution Cost will be calculated in Row 26, Column B, which is the sum of bidder's Total Audio-Visual Equipment Cost and the Total Audio-Visual Services Cost. (Up to 550 points)
All costs or fees that will be charged to the hypothetical customer for the completion of the Audio-Visual Solution must be included in the Total Audio-Visual Solution Cost and in the design scenario. Bidder's pricing for Audio-Visual Equipment under this design scenario, including percentage (%) markup pricing, must be the same as bidder's pricing for Audio Visual Equipment below under Section C., Audio-Visual Equipment Pricing. Bidder's pricing for hourly rate positions under this design scenario must be the same pricing for all listed hourly rate positions below under Section D., Audio-Visual Services Pricing. Bidder's pricing for percentage (%) bid over prevailing wage rates under this design scenario must be the same pricing for percentage (%) bid over prevailing wage rates below under Section E., Audio-Visual Services Pricing.
C. Audio-Visual Equipment Pricing Instructions
Instructions to Bidders: Provide the following information:
1. Audio-Visual Equipment Brands: List the brands of Audio-Visual Equipment bidder intends to offer under the Contract and bidder's competitive bid as a percentage (%) above Contractor cost that bidder would be able to offer for that brand (Rows 29-93). Enterprise Services will average bidder's percentage bids for all Audio-Visual Equipment offered to establish bidder's Average Percentage (%) Above Contractor Cost, the evaluated score for this section (Row 94, Column B). (Up to 100 points)
D. Audio-Visual Services Pricing Instructions
Instructions to Bidders: Provide the following information:
1. Hourly Rate Positions: Under Rows 100-117, list the Audio-Visual positions that bidder provided in Exhibit B-2 Performance Requirements, Req ID. 1. Key Personnel Experience, and provide maximum not-to-exceed hourly rates for those positions. The positions bidder lists under this Exhibit must be the same positions bidder provided in Exhibit B-2 Perfomance Requirements, Req. ID 1. Key Personnel Experience. Hourly rates must be inclusive of all other fees and expenses, including any additional requirements from Purchasers. The hourly rates are the maximum rates that can be charged per hour. (not scored)
2. Prevailing Wage Rates: Identify bidder's percentage (%) bid above the prevailing wage rates set by the Department of Labor & Industries (L&I) for the trades listed in Rows 122-127. Bidder's percentage bid will be used to calculate adjustments to the prevailing wage rate during the Contract term. The formula used for calculating adjustments to L&I's prevailing wage rate for a trade is as follows: Bidder's percentage (%) bid * Prevailing Wage Rate = Adjusted Prevailing Wage Rate. An example of the prevailing wage calculation for an Adams County Electrician (Journeyman) is as follows: the submitted bid is 268%; the prevailing wage rate is $59.85; and the Maximum Charge Rate = 2.68 * $59.85 = $160.40. The evaluated score for this section is bidder's Total Percentage over Prevailing Wage Rates, which will be calculated by adding Bidder's percentage bids together. (Up to 50 points)
E. Audio-Visual Warranty and Managed Support Pricing Instructions
Instructions to Bidders: Provide the following information:
1. Extended Audio-Visual Equipment Warranty: Provide pricing for Audio-Visual Equipment extended warranties that bidder can offer, including pricing for Audio-Visual Equipment extended warranties of two (2), three (3), and four (4) years. (not scored)
2. Extended Audio-Visual Services Warranty: Provide pricing for Audio-Visual Services extended warranties that bidder can offer, including pricing for Audio-Visual Services extended warranties of two (2), three (3), and (4) years. (not scored)
3. Ongoing Audio-Visual Managed Support: Provide pricing for Audio-Visual managed or ongoing support that bidder can offer, such as preventative maintenance or remote incident management. (not scored)
