TSA Special Requirements

Summary

The DHS-Transportation Security Administration (TSA) Field Offices require general office space in a Class A or Class B building close to the local Airport.

The selected office space shall be a “full service” lease, which includes all services, supplies and utilities and the building should provide adequate parking for the TSA Government Vehicles, TSA employees and visitors.

The new leased space will be designed or reconfigured and constructed to conform, in as much as possible, to the TSA Workplace Standards, the TSA Program of Requirements (POR) and should also be in compliance with the TSA POR for Physical Security.

TSA Special Requirements

1. Due to the DHS-TSA mission requirements at the airport, the office space offered shall be accessible by major arterial roads to the local airport. The area of consideration shall provide a response time to the local airport of no more than a 10-minute drive.

2. DHS-TSA Field Offices are currently rated a Facility Security Level II. For Level II, a 20-foot setback from the face of the building’s exterior to the curb or other boundary protected by bollards, planters or other street furniture shall apply as the blast/setback standards. If a 20-foot setback is not achievable, window glazing or treatments to achieve blast resistance may be required.

3. It is preferable not to have DHS-TSA offices located on the ground floor of any building however if the Offeror has an interior space on the first floor or a windowed space that allows privacy film, TSA will consider the space. Spaces shall not be adjacent to outside fire escapes, ledges, or mezzanines and in some cases balconies. In general, office spaces should be placed and windows glazed such that TSA personnel cannot be seen from uncontrolled public areas.

4. DHS-TSA office space should not be collocated in buildings or areas that handle, store, or ship Hazardous Materials (HAZMAT).

5. TSA offices must not be collocated in any facility where non-TSA personnel require daily or emergency access to the TSA leased spaces.

6. Roof top access is required to place vertical antennas for UHF and VHF communications, Satellite Dishes for Television Service, and Related Transmission Devices. All devices will be placed on non-penetrating roof mount platforms using standard cement blocks for ballast and anchor. All roof mounted devices will require cabling from roof location to designated areas within complex through chases, plenums, etc. Antennas or masts will require a vertical clearance of twenty-five (25) to fifty (50) feet and free of any building obstruction to reduce transmission interference and reception of Satellite signal. Roof top access is also required for necessary use, operation, and maintenance of such telecommunications equipment at all times during the term of the Lease.

7. Building must be able to accommodate heavy visitor access.

8. DHS-TSA must have 24 hour/7 days a week access to building and parking structure.

9. DHS-TSA requires janitorial & maintenance services to be conducted during normal business hours. TSA reserves the right to conduct annual criminal and warrant checks on cleaning force personnel.

10. The build-out of the TSA field offices will require a minimum of 150 ABOA SF of the

Premises shall receive cooling at all times (24 hrs a day, 365 days a year) for purposes of cooling the designated LAN room. The peak BTU output of this room is established as 5,500 BTU per hour. The temperature of this room shall be maintained at 70 degrees F, with humidity control not to exceed 60% relative humidity, regardless of outside temperature or seasonal changes. Notwithstanding the foregoing, Lessor shall provide this service at no additional cost to the Government if the Lessor provides this service to other tenants in the Building at no additional charge.

11. The build-out of the TSA Denver field office will require a separately zoned mechanical

HVAC system to support the 700 NSF, 24/7 Coordination Center. The lease shall identify hourly overtime HVAC rates per zone beyond the normal business hours of 6am to 6pm, Monday through Friday. The hourly overtime HVAC rate shall not apply to any portion of the premises that is required to have heating and cooling 24 hours per day.

Lessor shall provide this service at no additional cost to the Government if the Lessor provides this service to other tenants in the Building at no additional charge.

12. The TSA Denver Field Office has a TSA Canine Team working in a secured building within the DEN airport grounds. At times, the Canine Handlers may need to bring their service dogs into the office space, placed in dog crates, while our Canine Handlers perform short term office duties. The selected Lessor shall agree to allow the TSA service dogs to enter the leased premises during the term of the lease.

13. The TSA Government vehicles must be housed in reserved parking spaces for the exclusive use of the Government. These parking spaces must be marked as reserved and placed in a location close to the building perimeter and in a well lite location.

14. The TSA Denver Field Office will have various bulk storage requirements needed to support the Denver airport operation. The mission space, called OS1- Operational Storage, is ideally located close to a building receiving area or loading dock. The space leased for operational storage would ideally be built as a warehouse setting, on the ground level, separate from the office space and if possible have a garage door for driving the TSA transport van into the space for loading and offloading of material, supplies and equipment. The size warehouse would be no more than 3,000 NSF and consist of warehouse shelving, provided by the Lessor.

15. Lessor shall provide infrastructure to support Government provided equipment for CCTV coverage on all base building, access points to parking and leased space deemed necessary based on site survey after award. The infrastructure consists of conduit and pull lines from each camera location to nearest LAN room. Specific locations will be determined by the Government and identified in the Construction Documents.

16. The TSA Field Office may require electric vehicle charging stations for some

Government Vehicles. The Lessor shall install, at TSA expense. Requirements will be provided after lease award.
