About this file

This document is a Material Specification for Single Phase Pad-Mounted Transformers issued by Northern Wasco County Public Utility District (NWCPUD). The specification provides comprehensive technical requirements for single-phase, 60Hz, oil-immersed, self-cooling distribution transformers designed for outdoor operation across residential, commercial, industrial, agricultural, and institutional loads. The transformers must meet specific standards from NEMA, ANSI, and IEEE, including Department of Energy efficiency requirements, and are intended for use on NWCPUD's 12,470/7200Y distribution system.

The specification details extensive technical parameters including voltage ratings (120/240 volts), BIL ratings, tank dimensions, grounding provisions, high and low voltage bushing specifications, and oil requirements. Notably, the transformers must use a less-flammable, biodegradable dielectric fluid derived from edible seed oils, contain zero PCBs, and be certified to EPA Environmental Technology Verification standards. The procurement process involves a comprehensive evaluation based on compliance with specifications, product quality, transformer losses, and base pricing. Bidders are required to complete detailed exhibits providing technical data and potential deviations from the specification, with the utility reserving the right to reject bids that do not fully conform to the requirements.
