About this file
This document is a Program for Design (Final Version) for the Madisonville Community Based Outpatient Clinic (CBOC) Relocation and Expansion project. The comprehensive design program details a detailed space allocation plan for a VA healthcare facility, specifying 56 total rooms across multiple functional areas including lobby/reception, patient aligned care team clinics, mental health, laboratory, exam rooms, consultation spaces, administrative areas, and support spaces.
The design follows the Patient Aligned Care Team (PACT) concept, which emphasizes a patient-centered approach where care providers come to the patient rather than patients moving between separate offices. Key design features include multiple exam rooms (including specialized spaces like telehealth and tele-retinal rooms), flexible workspaces, centralized administrative areas, and strategically located support spaces like storage, utility rooms, and equipment areas. The total programmed net area is 6,250 square feet, with a gross area of 9,375 square feet, designed to accommodate various clinical functions while providing efficient workflow and patient care environments. The plan includes specific requirements for each room, including detailed equipment lists, power/data needs, and spatial relationships between different functional areas.

ROOM SPECIFIC REQUIREMENTS
The Veteran’s Health Administration has determined that the Patient Align Care Team (PACT) concept will be implemented in all future Outpatient VA Clinic leases. Essentially the process is for the patient to arrive and be seen by care givers in a manner where the care givers come to the patient. Functions such as blood draw, nutrition/dietary advice, and pharmaceuticals will now come to the patient rather than the patient going to separate offices. Additionally, care givers will no longer have private areas but sit in communal areas with system furniture.
The guidance for how facilities are to be created and how they will function can be found at the below internet location. It should be noted that not all functions identified in the PACT Guidance will be used for this specific lease.
