About this file

This document is an Exhibit B - Performance Requirements for a Request for Qualifications and Quotation (RFQQ) issued by the Washington State Department of Transportation (WSDOT) for Stormwater Analytical Services. The solicitation seeks qualified laboratories to provide comprehensive analytical testing services, with a focus on environmental water sample analysis. The contract requires laboratories to be accredited by the Washington State Department of Ecology Laboratory Accreditation Program and the National Environmental Laboratory Accreditation Program (NELAP). Laboratories will be evaluated on technical qualifications, including their ability to meet permit-required analytical methods, reporting limit targets, holding times, and laboratory management capabilities.

The procurement emphasizes laboratories' capabilities in sample processing, reporting, and subcontractor management. Bidders will be scored on various performance criteria, including technical qualifications (35 points), primary laboratory management (15 points), and logistics (5 points). Key evaluation areas include laboratory accreditation, analytical method proficiency, sample turnaround times, communication procedures, staff retention, equipment cleaning services, and logistical considerations such as courier services and sample bottle acquisition. The solicitation appears to be structured as a competitive selection process with mandatory pass/fail and scored mandatory requirements, ultimately aimed at identifying a laboratory partner capable of meeting WSDOT's complex stormwater analytical service needs.
