About this file

The document is an Exhibit B – Performance Requirements form for a competitive solicitation (No. DOH25-017P) issued by the Washington State Department of Health (DOH), seeking bids for two Gross Alpha/Beta Counters. The solicitation requires bidders to complete a detailed performance requirements matrix that outlines specific technical specifications and compliance criteria for the scientific instrument. Key requirements include the ability to detect and differentiate alpha and beta particles, operate within specific energy ranges, provide comprehensive data storage and analysis capabilities, handle at least 50 samples, achieve specified efficiency levels for different radioactive sources, and maintain low background count rates.

The performance requirements document includes scoring criteria across multiple dimensions, with some requirements designated as mandatory pass/fail and others as scored elements. Bidders must demonstrate compliance with software capabilities, sample tracking, data availability, reliability, and service agreement terms. The instrument is expected to operate continuously for months with minimal maintenance, with a recommended service interval not exceeding six months. Additional requirements include providing an annual service agreement price for five years post-warranty, offering on-site service response within three business days, and maintaining at least 90% operational uptime. Points can be awarded for exceeding minimum efficiency and background performance thresholds, creating an incentive for bidders to offer high-performance instruments.

EXHIBIT B – PERFORMANCE REQUIREMENTS

Competitive Solicitation: No. DOH25 –017P

Bidder: _________________________________ Type/print full legal name of bidder company

Instructions:

Bidders submitting a proposal must complete and submit an Exhibit B for evaluation purposes.

Performance Requirements: Bidder must respond to each requirement as noted in the instructions below.

1. Review all requirements, priorities and provided definitions:

• Mandatory Pass/Fail (M): Minimum requirement; Bidder that does not meet this requirement will not be considered any further.

• Mandatory Scored (MS): Critical requirement; evaluators will score based on the degree to which Bidder's response meets the requirement.

• Desirable Scored (DS): Desirable requirement; evaluators will score based on the degree to which Bidder's response meets the requirement.

2. Using the Bidder Meets Requirement column, Bidder must select either a "Yes" or "No" to indicate the Bidder's ability to meet the requirement. Any entry that is not either a "Yes" or "No", may be deemed non-responsive and will not be considered any further.

3. Bidder must respond in the Written Response column for every requirement that indicates a "Written Response Required”. Written responses must not reference any material present elsewhere. The written response shall be considered complete and stand on its own merits or may be deemed non-responsive.

1. Alpha / Beta Discrimination

The instrument must be able to detect both alpha and beta particles and be able to differentiate one from the other.

• Alpha into beta spillover must be ≤1.0% for pure alpha emitters.

• Beta into Alpha spillover ≤0.1% for Sr-90/Y-90

3. Energy measurement windows

The instrument must have a minimum of Two

(2) user-adjustable energy. This means that users shall be able to set the lower and upper energy bounds for each window in order to measure decay events that occur within specific ranges.

4. Data storage

The instrument must save raw data including alpha and beta counts, count duration, date and time of count, sample carrier identification, count protocol, counting batch identification and optionally sample identification information. This data must be

5. Software

The instrument shall include control software with the following minimum features:

• High-voltage plateau determination routines.

• Setup for instrument efficiency calibration for multiple protocols (both alpha and beta).

• Facilities to auto-count and record data from alpha, beta and blank check sources, and present the data

• in tabular and control-chart forms, with user-settable control limits.

• Facilities to automate batch-counting of samples that include automatic replicate counting both by immediate repeats or by re-stacking and recounting all samples in a batch.

• Ability for user to specify count times from

• Ability to include automatic counting of machine standards and blanks as part of sample batch counting protocols (e.g. count the standards, then the samples, then restack and

Software must also be able to calculate combined standard uncertainty at a user-defined coverage factor and minimum detectable activity at user defined confidence intervals for type I and II errors.

6. Data analysis

The instrument software must be able to display, print and provide tools to reanalyze the data that has been saved for each sample.

7. Sample tracking

The instrument software must provide a capability to unequivocally match sample data count rate and spectral data with rack position, date and time.

8 Data availability

The instrument software must be able to present gross count, count rate and all other stored data by printing, and export the data in formats that include ASCII text (e.g. text files in universal formats such as comma separated value, extensible markup language, etc.). The
