About this file
This document is an Exhibit B Performance Requirements Specification for a Liquid Scintillation Counter procurement by Washington state. The solicitation seeks one (1) Liquid Scintillation Counter with comprehensive requirements including 12 detectors, 16-shelf loading capacity, robotic options, and compatibility with multiple plate formats (96-well and 384-well). The instrument must have specific technical capabilities such as multiple counting modes, extensive data storage and analysis features, sample tracking capabilities, and robust software with password protection and data import/export functionality.
The procurement includes a one-year maintenance warranty with an optional two-year extended warranty for maintenance, service, and parts. Key performance requirements mandate the instrument's reliability, including an expectation of 90% operational uptime, routine performance without frequent breakdowns, and service response within three business days. The vendor must also provide an annual service agreement price commitment for five years following the original warranty period. Bidders must comprehensively respond to each requirement, indicating their ability to meet specifications through a mandatory "Yes" or "No" response, with non-responsive or incomplete submissions potentially being disqualified from the competitive bidding process.

Bidders submitting a proposal must complete and submit an Exhibit B for evaluation purposes.
Performance Requirements: Bidder must respond to each requirement as noted in the instructions below.
1. Review all requirements, priorities and provided definitions:
• Mandatory Pass/Fail (M): Minimum requirement; Bidder that does not meet this requirement will not be considered any further.
2. Using the Bidder Meets Requirement column, Bidder must select either a "Yes" or "No" to indicate the Bidder's ability to meet the requirement. Any entry that is not either a "Yes" or "No", may be deemed non-responsive and will not be considered any further.
3. Bidder must respond in the Written Response column for every requirement that indicates a "Written Response Required”. Written responses must not reference any material present elsewhere. The written response shall be considered complete and stand on its own merits or may be deemed non-responsive.
Exhibit B Performance Requirements Specifications
# Item Description
Bidder/Contractor can and will meet the requirement at no extra charge than as stated in the Cost Proposal Price Sheet.
Liquid Scintillation Counter. [ ] Yes [ ] No (fail)
12 detectors and 16 Shelf loading capacity with a robotic option.
Supports different plate matrices and is capable of running in a format of 96-well and 384-well plates.
The samples can be contained in different formats such as microtiter plates, 4mL tubes, Eppendorf tubes or on filter mats.
Instrument measurement must not exceed 17.5in (W) x 26in (D) x 28in (H)
2 Counting modes Counting modes for single and dual label counts per minute (CPM) and dual label disintegrations per minute (DPM).
[ ] Yes [ ] No (fail)
Number of Windows:_______
1 point for each window beyond 2 to a maximum of 10 points.
4 Data storage
The instrument must save raw data including counts, date and time of count, sample carrier identification, count protocol, counting batch identification and optionally sample identification information. This data must be saved indefinitely, so that count data from previous batches may be recalled in the future, notwithstanding the event of storage device failure.
[ ] Yes [ ] No (fail)
The instrument shall include control software with the following minimum features:
Factory preset labels exist in software and user may manually add new isotopes to the library.
Non-standard 24 well plate settings in the system.
Repeat, replicates and cycles can be programmed into the protocol.
Delays can be set before the measurement, between cycles and between plates.
Plate mapping is used to define the positions of the measurable samples.
Protocol specific “auto-fill” features allow quick and easy set up of sample positions in a plate map.
Live display includes instrument status and allows the user to follow the measurement while running the assay.
Password protection for counting, normalization and quench correction
6 Data analysis The instrument software must be able to display, print and provide tools to reanalyze the data that has been saved for each sample.
[ ] Yes [ ] No (fail)
7 Sample tracking
The instrument software must provide a capability to unequivocally match sample data count rate and spectral data with rack position, date and time.
[ ] Yes [ ] No (fail)
8 Data availability
The instrument software must be able to import/export sample data in multiple formats that including but not limited to Excel, ASCII or CSV. The instrument must be able to transfer this data to portable data storage devices including USB thumb drives and via TCP/IP network.
[ ] Yes [ ] No (fail)
Sample Handling and Capacity
The instrument must be able to accommodate analytical runs of at least 60 samples.
[ ] Yes [ ] No (fail)
10 Reliability
The instrument is expected to routinely perform sample measurements around the clock for months at a time without failure or required service. Routine recommended maintenance intervals should not exceed once every 6 months.
[ ] Yes [ ] No (fail)
Reliability (Up-time)
Instrument IS NOT prone to frequent breakdown AND is fully operational at least 90% of the time. Reasonable standard applies.
[ ] Yes [ ] No (fail)
Service Agreement
Manufacturer must quote an annual service agreement price as part of the bid and honor that price commitment for service agreements to be purchased for the five (5) years following expiration of the original warranty period, as a separate line item.
[ ] Yes [ ] No (fail)
Service availability
The vendor must be able to provide a service agreement that includes on-site response to service calls within three (3) business days.
[ ] Yes [ ] No (fail)
5 Software [ ] Yes [ ] No (fail)
The required technical features of the system include:
1 Configuration [ ] Yes [ ] No (fail)
Sample measurement
The instrument must have a minimum of two
(2) photomultiplier tubes (PMT) per detector.
These count the sample simultaneously, in coincidence, which allows the best possible counting geometry, and the most efficient reduction of background.
