About this file
This is a Logic Model exhibit for a Youth Crime Prevention Program solicitation issued by the City of Phoenix Human Services Department. The program targets juvenile crime reduction across four Phoenix neighborhoods—Maryvale, South Phoenix, Alhambra, and Central City—serving youth aged 12-17 through intervention services including violence prevention, substance abuse prevention, after-school enrichment, mental health services, dropout prevention, and family support. Key deliverables include 360 mentoring hours, 48 group family workshops, and 540 hours of after-school recreation utilizing the Eisenhower Quantum Opportunities Curricula. The three-year contract is scheduled to commence January 1, 2026, with a proposal submission deadline of October 17, 2025 at 3:00 pm. Questions must be submitted by September 12, 2025, with responses provided by September 19, 2025. The program will operate at four locations: Cesar Chavez High School, Alhambra High School, ABC Community Center, and City of Phoenix Burton Barr Library, utilizing a staffing model of three Full Time Equivalents and three volunteers.
The total contract value is $500,000 annually with options to extend for two additional years at the same annual rate, subject to fund availability. Evaluation criteria prioritize Program Design and Methodology (20 points), Organizational Capacity and Staffing (15 points), and Evaluation and Logic Model (15 points). Preferred contractor qualifications include 3-5 years of experience in youth-focused crime prevention programming, cultural competency in high-crime neighborhoods, grant management experience, and established partnerships with schools, law enforcement, and community organizations. The procurement includes Disadvantaged Business Enterprise (DBE) and small business participation requirements, with contractors required to demonstrate good faith efforts in engaging DBE firms and track participation through the City's Certification and Compliance System. Staffing will leverage community partnerships with local high schools and the West Valley YMCA.
