About this file

This document is Exhibit B - Goods Specifications for a Competitive Solicitation (06425) issued by the Washington State Department of Enterprise Services for Household Appliances. The solicitation seeks to establish multiple contracts for state agencies and eligible purchasers to purchase new household appliances including refrigerators, freezers, ranges, ovens, washing machines, clothes dryers, dishwashers, and microwaves. Bidders must respond to seven mandatory pass/fail specifications covering areas such as energy efficiency, environmental standards, and delivery requirements. The document outlines specific compliance requirements, including selling U.S. EPA ENERGY STAR certified appliances, avoiding hydrofluorocarbons, providing mercury-free equipment, meeting industry standards, and offering inside delivery to over 75 specified Washington state cities.

The specifications include critical environmental and operational requirements, such as proper disposal of appliances and packaging materials, providing operator manuals, and adhering to state regulations like RCW 19.27A and Executive Order 20-01. Bidders must demonstrate compliance with Washington's green initiatives, including reducing energy consumption and minimizing environmental impact. The solicitation requires vendors to provide detailed documentation, including identification of Energy Star certified products, and comply with industry standards set by Underwriters Laboratories, Inc. for various appliance types. Vendors must be prepared to offer certificates of proper disposal and assist purchasers in identifying environmentally compliant products.
