About this file

This file contains agency-specific requirements for the proposed lease of the Utuado Rural Clinic in Puerto Rico, which will continue providing primary care services to Veterans in the Central Mountainous region. The facility must be handicapped accessible with all rooms at the same floor level, projecting a professional image suitable for clinical office space. IT requirements include a T-1 line for connectivity to the parent facility supporting Internet, Outlook, IP telephones, VISTA, and security camera monitoring, plus dedicated analog phone lines for fax capability, desktop computers, network printers, and a lockable air-conditioned communications closet of at least 100 square feet.

The building must earn the Energy Star Label unless specific exceptions apply and requires a backup generator for power outages. Parking requirements specify seven total spaces: five standard and two handicap accessible spaces. The file references comprehensive VA facility standards in Appendix A, which details extensive design requirements across multiple disciplines including architectural, electrical, HVAC, fire protection, telecommunications, and accessibility standards. The solicitation (36C24825R0124) seeks 1,440-3,334 square feet of medical space for a five-year term with three years firm, with proposals due August 29, 2025, and occupancy required by October 1, 2025.
