Description
The Minnesota Correction Facility is a government facility with multiple structures. The scope of our inspection included the inspection of certain buildings on the property. The inspected buildings have been denoted as Areas 1-33, Administrative Building, Tower 1, and Tower 2 according to the attached site plan. We accessed the Administrative Building and Area 7 roofs. Other roofs were inspected with an unmanned aerial vehicle (UAV). Refer to Attachment A – Site Plan.
Roof surfaces at the property varied. Gable- and hip-framed roofs were generally surfaced with either laminated, three-tab or designer, glass fiber-reinforced asphalt composition shingles, organic three-tab shingles, or metal panels. Flat roofs were generally surfaced with black-colored EPDM or white-colored thermoplastic single-ply membrane or were built-up roof membranes which had been covered with aggregate. The flat roof on Area 13 also had a portion of the roof

Background
We met with Mr. Jeremy Black with the corrections facility and Mr. Scott Johnson with the State of Minnesota at the time of our inspection. Mr. Black and Mr. Johnson expressed concern about the possibility of wind damage to the roof coverings at the property. We were provided with a date of July 24, 2023, with our assignment.
Weather Information
The National Centers for Environmental Information (NCEI) collects information from the National Weather Service (NWS) and publishes descriptions of weather events in their Storm Events Database. This database is available online at http://www.ncdc.noaa.gov/stormevents, and it is searchable over a specified date range. The NCEI Storm Events descriptions are an edited combination of official weather observations at the NWS recording sites; eyewitness reports by individuals, storm spotters, or emergency management officials; media and social media reports;
and occasionally, the reports of observation teams dispatched by the NWS. However, they are not a substitute for site-specific observations. The reports are provided with GPS coordinates, but it should be noted that sometimes the reports are assigned a latitude/longitude coordinate that references a certain municipal landmark, such as a city center, and not the actual location at which the observation was made.
The Storm Events Database was current through July 2023 at the time of this report. Thus, we searched the Storm Events Database from September 1, 2021, through July 31, 2023. There were no reports of thunderstorm winds within a five-mile radius of the Minnesota Correction Facility during this date range. There were thunderstorm wind reports more than five miles west-southwest and east-southeast of the property which occurred on May 12, 2022, where winds were estimated up to 60 and 61 mph. There were also reports of a county-wide event of sustained wind speeds of 45 mph for Stearns County and Sherburne County on December 16, 2021. There were no reports of thunderstorm winds in July 2023.
Daily weather-related observations are also compiled by another NWS organization, the Storm Prediction Center (SPC), and this database is searchable online with a specific date. The Storm
Sedgwick - Minnesota Page 4
Prediction Center information generally includes the same information as the NCEI database, but the listed items have not been reviewed or edited.
We searched the SPC database from August 1, 2023, through September 19, 2023. There were no reports of thunderstorm winds within a five-mile radius of the Minnesota Correction Facility during this date range.
We also obtained weather records from the NWS recording station at the St. Cloud Regional Airport, located approximately 2-1/2 miles east-northeast of the property. The peak wind speed for July 24, 2023, was up to 30 mph from the northwest. There were also peak wind speeds of 36 mph on July 9, 2023, July 16, 2023, and July 19, 2023. Refer to Attachment B - Weather Data.
It should be noted that official windspeeds are recorded at 33 feet in open unobstructed terrain (or corrected to that elevation and exposure for comparison). Winds decrease closer to the ground surface and are slowed by sheltering features like suburban terrain and trees. Further, actual wind forces on a structure are a function of such parameters as height, orientation to the wind, and architectural features of the building, thus site inspection is required to evaluate the effects of wind.
Inspection
We inspected the roof coverings of the Minnesota Correction Facility to evaluate wind damage.
Photographs of representative conditions are attached to this report for reference.
Laminated, Designer, and Three-Tab Shingles (Fiberglass Shingles)
Roofs surfaced with fiberglass laminated, designer, or three-tab shingles at the property (Refer to Table 1 for roof type) were generally in fair condition with regard to weathering. Shingle insert repairs were found on multiple roofs surfaced with three-tab shingles. We also observed displaced cladding at the exterior of Area 1.
We inspected the laminated, designer, and three-tab shingles in search of wind-caused conditions to shingles, including creased, torn, or displaced shingles. Creased and torn shingles/shingle tabs were observed at roofs surfaced with designer and three-tab shingles (Areas 1, 2, 4, 5, 6, 8, Area 21 Tower, and the Administration Building). The creases and tears were generally at the top of the shingle/tab exposure and were predominantly found on south-facing slopes. The weathered condition of the exposed asphalt below the torn tabs varied with some areas darker relative to other areas on the same slope. The number of damaged shingles varied; some roof slopes had widespread damage. We estimated the approximate percentage of damaged shingles which is shown in Table 2 below. Refer to Attachment C – Roof Diagram for the slope designation at each area with damaged shingles. The approximate locations of the torn/creased shingles are also shown in Attachment C when the percentage of damaged shingles is 10 percent or less.

Organic Shingles
Roofs surfaced with organic shingles at the property (Refer to Table 1 for roof type) were weathered, deteriorated, in poor condition, and at the end of their service life. Shrinkage cracks were visible, and portions of the shingles were missing. In some instances, the bottom corners of the shingles were also curled.
Torn shingles/shingle tabs were observed at Areas 13 and 28. The tears were generally at the top of the shingle/tab exposure. The approximate percentage of damaged shingles is shown in Table 3 below. Refer to Attachment C – Roof Diagram for the slope designation at each area with damaged shingles. The approximate locations of the torn shingles are also shown in Attachment C when the percentage of damaged shingles is 10% or less.

Single-Ply and Built-Up Roofs
In general, the single-ply membranes, except for the single-ply membrane at Area 3, and built-up roofs were not torn, billowed, or displaced. The gravel at the built-up roofs was also not scoured.
Sedgwick - Minnesota Page 6
Tears were visible in the parapet membrane at Area 3. The tears coincided with previous patch repairs, and the membrane did not appear billowed or displaced. Notably, there were gaps between the deteriorated membrane at the base of the parapet which indicated the tears in the membrane were due to deterioration and membrane shrinkage from long-term exposure.
We also noted displaced metal base flashing at the parapet of Area 25. The flashing generally remained on the roof adjacent to the parapet.
Metal Panels and Flat-Seam Panels
A bent flat-seam panel was visible at Tower 1. At Tower 2, the flat-seam panels were completely displaced, and the wood substructure was visible. Portions of the wood substructure were also displaced, and flashing around the perimeter of the tower was displaced or bent. In general, the rest of the roofs surfaced with metal panels were not lifted, detached, torn, or displaced.
Review of Documents
We reviewed historical images obtained from EagleView and dated June 17, 2020, April 4, 2021, and April 26, 2023. Images indicated some three-tab and organic shingles had been torn prior to July 24, 2023, at Areas 6, 8, 13, and 28. Historical images also indicated the cladding at Area 1 was displaced prior to June 17, 2020, and the flat-seam panel at Tower 1 was bent between April 4, 2021, and April 26, 2023. Historical imagery did not provide adequate quality to determine if the shingles at Areas 1, 2, 4, 5, and the Administrative Building were damaged prior to July 24, 2023. Refer to Attachment C – Historical Images.
Discussion
Wind
A building is an obstacle to wind currents which will cause changes in the direction of air flow.
Redirection of the air flow results in varying magnitudes of wind pressure over building surfaces.
In general, inward-acting pressures are produced on windward surfaces, and outward-acting pressures are produced on leeward surfaces. Further, since the flow of air cannot negotiate sharp discontinuities in building surfaces, such as wall corners, eaves, roof ridges, and roof corners, the flow will separate from building surfaces, resulting in outward-acting pressures.
Failure or removal of roof coverings or cladding typically initiates at building edges, corners, or at roof rakes, eaves, or ridges. When metal panels, single-ply roof membranes, or built-up roofs are lifted at edges, wind forces that develop under the lifted panels/membrane help to displace, tear, or detach the roof covering. Wind forces may also bend the metal panels.
Shingle roofs generally fail in two different ways, depending on their bonded condition. Shingles bonded tightly to one another fail as a group with failure initiating at a place where wind can get under them (at the roof perimeter for instance). Poorly bonded shingles usually fail individually
Sedgwick - Minnesota Page 7 by creasing across the tops of their exposures. When the shingles are lifted at edges like rakes, corners, and eaves, wind forces that develop under the lifted shingles help to tear them loose.
Typically, when winds have reached levels where roof coverings/cladding damage occurs, there is some combination of missing shingles, torn shingles, and shingles folded back against the overlying shingle (creased).
Physical evidence indicated roofs surfaced with a single-ply membrane, built-up roof, or metal panels, except for some flat-seam panel roofs, were not damaged by wind. However, shingles at Areas 1, 2, 4, 5, 6, 8, 13, the tower at Area 21, Area 28, and the Administrative Building were damaged by wind. The damage was predominantly found on south-facing slopes with three-tab, designer, and organic shingles. Historical imagery indicated some shingles had been torn during previous years. However, the extent of damage appeared greater than shown in historical imagery;
recent thunderstorm winds had likely caused additional damage. The approximate percentage of damaged shingles is shown in Tables 2 and 3. The approximate location of the damage is also shown in Attachment C – Roof Diagram.
The damaged fiberglass three-tab and designer shingles can likely be individually replaced.
Previous insert repairs were visible on the roofs of Areas 1, 2, and 4 (roofs surfaced with three-tab shingles) which indicated additional insert repairs could likely be completed by a competent contractor. Damaged shingles at Areas 5, 6, 8, and the Area 21 Tower could also likely be individually replaced. However, our inspection of each area, except for the Administrative Building, was limited to photographs taken via drone. Thus, we were not able to manipulate the shingles to check their pliability. Shingle pliability will need to be checked to confirm the feasibility of repairs. The shingles on the administrative building were pliable and serviceable.
Thus, shingle insert repairs could be completed. On the most damaged slopes, it may be more economical to replace the roof shingles rather than make repairs. The insert repair process involves lifting the overlying shingle, removing the fasteners with a roofing bar, removing the old shingle, inserting a new shingle, and re-nailing the new shingle. The shingles unbonded during this process should be manually resealed with asphalt roofing cement or caulked to ensure adequate bonding.
Slopes surfaced with damaged organic shingles will need to be replaced. Slopes surfaced with damaged organic shingles had deteriorated past the point at which insert repairs would be feasible.
Shingles on these slopes can be replaced.
We also observed cladding at Area 1 and flat-seam panels at Towers 1 and 2 which were bent/displaced by wind. Historical imagery indicated the cladding at Area 1 had been displaced for years, and the bent flat-seam panel at Tower 1 was bent between April 4, 2021, and April 26, 2023. The displaced cladding can be re-secured. The bent flat-seamed panel can be replaced. The entire flat-seam panel roof and most of the wood substructure at Tower 2 were displaced by wind.
The roof of this tower can be replaced.
Sedgwick - Minnesota Page 8
Conclusions
Based on our inspection and the information discussed above, we have reached the following conclusions:
1. Roofs surfaced with a single-ply membrane, built-up roofing, or metal panels were not damaged by wind.
2. Roof slopes surfaced with shingles at Areas 1, 2, 4, 5, 6, 8, 13, the tower at Area 21, Area 28, and the Administrative Building were damaged by wind.
3. The damaged fiberglass three-tab and designer shingles can likely be individually replaced if desired. Shingle pliability will need to be checked to confirm the feasibility of repairs.
4. On the most damaged slopes, it may be more economical to replace the roof shingles rather than make repairs.
5. Organic shingles are too deteriorated for insert repairs to be feasible. Slopes surfaced with damaged organic shingles can be replaced.
6. Historical imagery indicated the displaced cladding at Area 1 had been displaced for years and was not displaced by recent wind forces.
7. Cladding at Area 1 was displaced by wind. Historical imagery indicated the cladding at
Area 1 had been displaced for years. The displaced cladding can be re-secured.
8. The flat-seam panel at Tower 1 was bent by wind. Historical imagery indicated the bent flat-seam panel at Tower 1 was bent between April 4, 2021, and April 26, 2023. The bent panel at Tower 1 can be replaced.
Sedgwick - Minnesota Page 9
9. The entire flat-seam panel roof and most of the wood substructure at Tower 2 were displaced by wind. The roof of this tower can be replaced.
