About this file
This statement of work outlines requirements for replacing an end-of-life HVAC unit at the Fermi National Accelerator Laboratory. The contractor will be responsible for mobilizing to the site, recovering refrigerant from the existing unit, disconnecting gas and electrical lines, removing the old unit, and installing a new 25-ton cooling unit with 72KW electric heat. The contractor must also supply and integrate BAS controls including a BACnet thermostat, outdoor air and supply air temperature sensors, fan status monitor, and communication trunk. Commissioning tasks involve documenting unit information, manuals, and functional performance testing. The estimated period of performance is from October 2nd to November 1st, 2023. The related federal contract opportunity is solicitation number ISD-348339-SM from the Department of Energy's Fermi National Accelerator Laboratory to replace the end-of-life HVAC unit.

PROJECT TITLE: WO921094 NLE EOL HVAC REPLACEMENT
FRA POINT OF CONTACT: Joe Perona, jperona@fnal.gov, 630-840-6359 COUNTY THAT WORK WILL BE COMPLETED IN: DuPage☒
INTRODUCTION
SOW to provide and install a contractor-supplied 25-ton rooftop unit with an economizer. The existing system is a natural gas and will be replaced with electric heat.
SCOPE OF WORK
1. Mobilize to NLE located in the parking lot area next to BEG.
a. Recover refrigerant from the existing unit (NL780)
b. Contractor shall have a universal EPA certification on file with the Fermilab refrigeration manager.
c. All refrigeration recovery tanks and new refrigeration cylinders must be utilized and will be provided by Fermilab. All refrigeration cylinders must be checked in and out of Warehouse 1 and returned by the end of each working day.
d. Prior to removing gas and electrical services.
i. Provide LOTO tags indicating the date, worker name, and worker phone number.
ii. Perform LOTO at the main electrical power source and gas line.
iii. Verify power panel location and zero energy state at local disconnect.
e. Remove and cap off the existing natural gas line.
f. Unwire supply voltage and low voltage wiring.
g. Unhook existing ductwork
h. Remove and dispose of the existing condensate drain.
i. Duct-mounted smoke detectors will not be replaced in this project.
j. Removal of the existing rooftop unit. The Fermi lab TM/CC will coordinate a pickup time to have the unit removed and taken to the proper location.
2. Install Contractor supplied 25-ton cooling with 72KW,460VAC heat.
a. Set new unit in place
b. Connect supply and return using duct conversion kits if needed.
c. Fix existing insulation and re-seal outside with foil duct insulation.
d. Install accessory, low leak economizer, horizontal.
e. the Subcontractor shall replace the circuit breaker and wiring feeding the new AC unit with breakers matching the maximum over-current protection (MOCP), or if the exterior disconnect is fused, the sizes of those fuses could be so reduced.
f. Subcontractor shall replace the electrical conduit to proper sizing to house the newly increased wire size.
g. Install 120vac GFCI duplex outlet
h. Replace 460vac 3phase disconnect.
i. Install new condensate drain line with p-trap.
3. BAS Controls Requirement
i. Contractor shall supply, install, and integrate the following with all required mounting and wiring.
b. BACnet Thermostat (VICONICS#VT8650U5000B)
c. Outdoor Air (OA) Temperature Sensor (10k ohms thermistor) JCI # TE-6363P-1
d. Supply air (SA) Temperature sensor (10k ohms thermistor) JCI # TE-6363P-1
e. Fan Status (current switch) Hawkeye/Veris # H608
f. Install daisy-chain BACnet MSTP communication trunk between thermostats back to Lab G.
g. BACnet MSTP cable shall be 22 AWG stranded, 3 Wire twisted shielded cable.
h. All required mounting and wiring per components
4. Commissioning and Documentation
a. Contractor shall document and provide the following critical information to the TM/CC.
b. Manufacturer model and serial number.
c. Unit data plate picture.
d. Installation and maintenance manuals.
5. Contractor shall conduct a Functional Performance Test (FPT) and complete the following checklists:
a. Installation checklist.
b. Control point checklist, delivered to the Fermilab DDC group, containing control points and configurations.
c. FPT commissioning form, documenting all system functions has been successfully tested.
d. Contractor shall coordinate with the TM/CC to witness when performing the FPT.
GOVERNMENT-FURNISHED PROPERTY
Removal of the existing unit and setting of the new unit will be performed by the Fermilab rigging team.
