About this file

This Scope of Work document outlines Volusia County's requirements for the design and retrofit of one 35-foot Gillig Low Floor Bus into an emergency mobile command center for the Transit Services Division. The project encompasses comprehensive design work including electrical systems, generator set configuration, and HVAC layout, followed by construction modifications involving the installation of two Domestic Penguin II RV air conditioning units (15,000 BTU each), one Cummins Onan QD8000 diesel inverter generator (8kW), a Pure Sine 5000-watt power inverter, two SafeView Smart RV shore power connections, exterior repainting in white and black, six Alcoa aluminum wheels with matching B305/85R22.5 tires, interior painting with sky blue ceilings and black wheel wells, Altro non-slip flooring in light gray, a 13-foot side-mounted manual roll-up RV canopy, and electrical power distribution with eight outlets and a fuse panel. The contractor must perform all work at their facility, transport the drivable bus from the Transit Services Administration Building at 950 Big Tree in Daytona Beach, Florida, and return it upon completion. County approval is required at design and construction milestones before payment release, with the contractor serving as the primary point of contact for all subcontractors and suppliers. Contractors must provide samples of five or more previous similar projects and comply with all Federal Transit Administration Third Party Contract Clauses.

The project requires contractors to demonstrate technical expertise in RV systems integration, electrical installation, and bus retrofitting while maintaining compliance with applicable safety codes and industry standards. All documentation, testing, and troubleshooting must be provided by the contractor, and the County Project Manager or designee will conduct periodic inspections at the contractor's facility. The scope explicitly excludes ADA requirements, and proposers must be located within 250 miles of Transit Services with demonstrated experience completing similar bus retrofit projects. Mandatory pre-proposal conferences are scheduled for September 23 and 24, 2025, with questions due by October 8, 2025, and proposals due electronically by October 22, 2025, at 3:01 pm. The budget for design and retrofit is approximately $150,000, with the contract term expected to be one year from the effective date.
