About this file

This document is an Exhibit A - Scope of Work for Volusia County's Transit Services Division, detailing a project to design and retrofit a 35-foot Gillig Low Floor Bus into an emergency mobile command center. The project involves comprehensive modifications including electrical, generator, HVAC, and interior/exterior design elements. Specific requirements include installing two RV air conditioners, a Cummins Onan diesel inverter generator, power inverter, shore power connections, repainting the exterior in white and black, installing new aluminum wheels and tires, interior painting in sky blue and black with a matte finish, and installing non-slip light gray flooring. The bus will be used for transit dispatching during emergencies and outreach activities.

The contractor will perform all work at their own facility, with the bus being transported from the Transit Services Administration Building in Daytona Beach, Florida. The project requires periodic design reviews, County approvals for milestone payments, and on-site inspections by the County Project Manager. Proposers must demonstrate previous experience with similar projects, providing either five years or one to three samples of past work. The project also mandates compliance with Federal Transit Administration Third Party Contract Clauses, and the bus specifications include a Cummins ISM engine and Allison B400 transmission. Notably, the project does not include ADA requirements, and all electrical, structural, and component installations must conform to applicable safety and industry codes.
