Maintenance services:

1. The Contractor and all personnel providing service must be trained in industry-standard landscaping techniques and procedures, with knowledge of local area soil and climate requirements for all grass, shrubs, and plants; proper use of chemicals and insecticides; and proper procedures for cutting, trimming, watering, and cultivating shrubs and trees.

7. All Contractor’s personnel must wear a “uniform” shirt while performing landscaping services at ISVH-P. The “uniform” shirt must clearly identify the individual as an employee of the Contractor.

8. No persons, other than Contractor or employees of the Contractor, shall accompany the Contractor’s personnel while performing work under the contract.

9. Definitions. The Contractor must perform the services below and meet the requirements as identified for each service.

9.1. Mowing: Grass must be cut no lower than two inches (2”) and left no higher than three inches (3”). Any bare ground areas may become populated with grass or weeds through natural spread (i.e. not artificially planted) thus these areas must be cut also. Grass cutting must be done such that it is free of scalping, rutting, bruising, uneven and rough cutting. Only exception to the height stated above is during extreme drought and/or high temperatures.

9.1.2. Prior to mowing, the Contractor must remove and dispose of all rubbish, debris, and trash, which includes but is not limited to leaves, rocks, paper, and other removable objects on the ground and any tree or shrubbery areas.

9.1.3. Trimming: All grass under and around trees, shrubbery, fences, poles, walls, sprinkler heads, valves, asphalt, or concrete paved areas including sidewalks, walkways, shrubs or any other permanent structure must be trimmed to match the height and appearance of the surrounding mowed grass.

9.1.3.1 Trimming must be done on the same day as grass cutting. Grass cutting will not be considered complete until all trimming operations are accomplished.

9.1.4. Fertilization: Fertilization must be done in accordance with the predominant grass type for that area. An application rate must be selected that will prevent damage to the grass due to unnecessary over fertilization.

9.1.5. Weed Control: Pre-emergent herbicide must be applied to control both annual and perennial grassy and broadleaf weeds in accordance with label directions. If weeds appear, control will be provided with post-emergence herbicides in accordance with label directions. Use non-selective and/or pre-emergent herbicides as necessary for expansion joints and cracks of paved surfaces. It is the Contractor’s responsibility to remove all annual grasses and weeds from expansion joints and cracks of hard surfaces once they have been sprayed and are dead.

9.1.5.1 Tree collars, flowering beds, and any additional bed areas must be maintained in weed free condition through the use of herbicides and hand labor.

9.1.5.2. Where commercial herbicides may cause damage to sensitive plants (seasonal color, bulbs, ground covers, etc.), weeds must be pulled by hand to minimize plant loss or damage.

9.1.5.3. Weekly shearing of spent flower buds, "deadheading" of all necessary flowers in all flower beds and planters on ISVH-P grounds.

9.2. Monitoring Sprinkler Systems: Sprinkler systems for ISVH-P with natural vegetation must be monitored for the appropriate water application for the specific time of year. The Contractor must notify The Maintenance Supervisor or designee if sprinkler system needs adjusting (i.e. an increase in duration of water application) to maintain the health of the natural vegetation.

9.3. Insect and Disease Control: As insect and disease problems occur, apply appropriate chemicals to trees, deciduous trees and shrubs in leaf, and groundcovers/ perennials as directed, to control all forms of pests and diseases. All chemicals used for control purposes must be applied by, or applied under, the direct supervision of a Certified Pesticide Applicator.

9.3.1. All-natural vegetation (leaves, branches, grass clippings, trimmings, etc.) must be removed from the site, including, but not limited to sidewalks, parking areas, and any paved areas surrounding the locations.

9.3.2. All inorganic materials (plastic, glass, metal, paper, rocks, etc.) and any other miscellaneous debris must be removed from the site, including, but not limited to sidewalks, parking areas, and any paved areas surrounding the locations.

9.3.3. All materials, trash, and debris from the landscaping services from each site must be collected and discarded off-site at a proper solid waste/compost disposal facility meeting all applicable federal, state, and local requirements.

10. Contract Monitoring ISVH-P will commence formal assessment of the Contractor’s performance thirty (30) days after the effective date of the Contract. A designated representative of ISVH-P will assess the Contractor’s performance. The designated representative will conduct at random, a no notice visual spot check inspection during the month to assess performance of all or randomly selected services under this Contract. The Contractor will be given a copy of inspection reports as they are completed. If it determined by the designated representative during the random visual inspection that the services were not completed or done incorrectly the Contractor will be required to re-accomplish the tasks at no additional cost to ISVH-P.

10.1 Financial Impact of non-compliance: The Contractors failure to perform the required task may lead to increased work hazards and risk the safety of the Veterans in their Home and to the staff members who support them. The non-compliance will cost ISVH-P in staff, time, equipment, tools, materials and/or supplies to accomplish the services.

10.2 Environmental Impact/Benefits: Reduces chemical usage, minimizes environmental impact on land and water, reduced chances of fire, soil erosion, runoff, and pollution, reduces worker hazards.

10.3 Economic Benefits: Reduces service disruptions, lowers vegetation management costs, increases work productivity, and decreases utility costs to ISVH-P.

10.4 Risks: Limited knowledge of Staff members of ISVH-P who may have to perform this work for the Contractors non-compliance may include: Poor lawn care practices, plant selection, irrigation, mowing, use (or lack of use) of fertilizer/soil amendments, aeration and the improper use of pesticides and storage.

Lack of proper pest and rodent control will lead to sickness and disease in ISVH-P and may cause ISVH-P to spend additional funding to control the spread of any illness and disease.
