About this file

This Exhibit A - Scope of Services document from West Virginia University (WVU) details a project to modernize elevator systems at the South WVU Health Sciences Center (HSC) building in Morgantown, West Virginia. The project involves modernizing two traction passenger elevators (Elevators #1 and #2), providing shaft work on two elevators, and enclosing exposed cabling on two additional elevators. The base price includes constructing a sump pit with pump for elevator shaft pairs #1 & #2 and #3 & #4, modifying portals on the 10th floor slab, enclosing exposed hoist cabling, and repairing/repainting steel lobby-side frames. The project also includes six add alternate options for modernizing individual elevators and updating interior cab finishes and lighting. The goal is to complete all elevator work by July 13, 2026, with a Notice to Proceed (NTP) anticipated on August 11, 2025.

The contractor will be responsible for a comprehensive turn-key project, including work by other trades such as cleaning, painting, electrical, sprinkler, plumbing, HVAC, and carpentry. The selected proposer must provide all necessary dumpsters and services for debris removal, cordon off work areas with secure partitions, and coordinate with WVU representatives and outside parties. The owner will handle asbestos abatement and floor covering installation. The contract includes a one-year maintenance period with 24-hour emergency service, requiring a 1-hour response time. The contractor must adhere to local, state, and federal regulations, as well as WVU's policies and Supplier Code of Conduct. The project will be completed in phases, with only one pair of elevators taken off-line at a time, and work may require extended hours to meet completion dates.

SCOPE OF SERVICES

INTRODUCTION

West Virginia University (“WVU” or “Owner”) is requesting Proposals to modernize two

(2) traction passenger elevators, provide shaft work on two (2) traction passenger elevators, and enclosing cabling on two (2) other elevators at the South WVU Health Sciences Center (“HSC”) building located at 64 Medical Center Drive, Morgantown, WV.

Base Price: The Base Price includes but is not limited to the modernization of the Passenger Elevators #1 and #2. It also includes the construction of a sump pit with pump in the elevator shafts for both pairs of elevators #1 & #2 and #3 & #4. No pit or sump pump shall be constructed in elevator shaft #5 & #6.

Base Price includes modifications/replacement of the two (2) portals in the 10th floor slab.

Should doors not be available in the size to match existing, the Proposer should be prepared to provide fire-rated construction to fill the remaining opening. The exposed hoist cabling on the 9th and 10th floors for all elevators shall be enclosed within a new shaft wall system. Rated access panels shall be provided if necessary for inspection and maintenance to these areas.

The Base Price shall include repairs and re-painting of the steel lobby-side frames for elevators #1 through #4 on every floor. Some are worse than others and a matrix has been provided on the drawings as to the extent of the work to repair and re-finish on each floor. In the case of existing stainless-steel frames, they are to be cleaned and buffed/polished to restore them.

Add Alternate #1: Elevator #3 Modernization, including new card reader.

Add Alternate #2: Elevator #4 Modernization

Add Alternate #3: Elevator #1 interior cab finishes and LED lighting.

Add Alternate #4: Elevator #2 interior cab finishes and LED lighting

Add Alternate #5: Elevator #3 interior cab finishes and LED lighting

Add Alternate #6: Elevator #4 interior cab finishes and LED lighting.

EXISTING CONDITIONS

A. The elevators involved with this project are a series of traction passenger elevators serving the South side of the HSC complex. Elevators #1, #2, and #4, travel ten (10) floors (B through 8). Elevator #3 travels eleven (11) floors (B through 9) and features a card reader allowing it to access the mechanical room on the 9th floor. The elevators are divided into two (2) pairs.

Each pair of elevators is situated side-by-side and share a common shaft. Cab size is approximately 5’-6” Wide x 7’-7” Deep x 7’-9” Height. The Proposer shall field verify all dimensions. Both elevators have a single motor operated door on one end of the cab.

B. There is no work in this Contract for elevators #5 and #6, other than enclosing the exposed cabling on the 9th floor.

C. The elevator machine room is located on the 10th floor and is accessed via stairwell from the 9th floor mechanical room. Equipment for the modernization can be taken to the ninth-floor mechanical room via elevator #3, then hoisted up through the floor portals in the 10th floor’s slab, directly into the machine room area.

D. All elevators currently have emergency power for the cab lights. Elevators #1, #3 and #6 appear to be on the emergency power ATS. This shall be verified by the Proposer.

PROPOSER RESPONSIBILITIES

A. The Proposer shall deliver a turn-key project and shall include the work of other trades necessary and incidental to the elevator modernization including but not limited to cleaning, painting, electrical, sprinkler, plumbing, HVAC, controls, general trades and carpentry, and concrete work. Damage to adjacent surfaces at all levels shall be repaired at the Proposer’s expense.

B. The Proposer shall provide all dumpsters and garbage services necessary for the removal and disposal of the old elevator equipment, construction debris, packaging, etc., necessary for the completion of this project. Dumpsters can be staged at the HSC Loading Dock area.

Proposers will need to obtain parking passes for their vehicles during construction.

C. For the protection of patrons and staff, the work area open for construction on each floor shall be cordoned off with a secure temporary partition and dust barrier. Signage shall be posted on the elevator doors at each level indicating the elevator is not in service.

OWNER’S RESPONSIBILITIES

A. Prior to construction, the Owner will abate any asbestos floor tile in the elevator cabs and install new floor coverings upon completion.

WORK BY OTHERS

A. One (1) existing card reader is planned to be replaced by a new card reader in elevator #3 under Alternate #1. Alternate #1 will include some work with WVU to provide the necessary wireless infrastructure and connectivity at the car and shaft. The card reader itself will be purchased and installed by WVU’s Access Contractor. Programming will be a combined effort.

B. There are no cameras immediately planned for either of these elevators, but infrastructure and wiring provisions are to be put in place now for cameras to be added later.

GENERAL GUIDELINES

A. Proposers shall reference the enclosed documents indicating the work areas and design intent. Proposers shall be responsible for familiarization of existing conditions, field measuring and information gathering necessary for the completion of this contract.

B. The selected Proposer shall work with WVU’s representatives and appointed outside parties, which include but are not limited to Alpha Associates, Architect; McHenry Associates, Engineer; WVU Health Sciences and WVU Facilities Management; and other contractors/vendors as necessary.

C. Any measurements, dimensions or quantities given are for reference only. Proposer is responsible for material take-off and field dimensions necessary to complete the intended scope of work.

D. Proposers are instructed to submit all questions in writing according to the solicitation documents. Questions will only be answered via Addenda to the RFP and will only address written questions. An Addendum will be published prior to the due date, to include all questions and clarifications.

E. Any discrepancies between the scope of work herein and industry standards shall be brought to the Owner’s attention prior to providing or installing the work. When conflicts between the two are found, the Proposer shall notify the Owner immediately. The decision will be at the Owner’s discretion.

F. It is the Owner’s intent that all work described herein shall be completed in one activity during the allotted work period. Where it becomes necessary for the Proposer to work outside normal work hours to complete the scope of work in the contract time, (i.e., weekends, after-hours, etc.), the Proposer shall do so at no additional costs to the Owner.

G. All work shall be in accordance with industry standards, complying with all applicable codes, and shall be of the highest quality construction practices.

SCHEDULE

A. To complete the work, only one pair of elevators may be taken off-line at a time. The elevator work for that pair shall be fully complete, inspected and placed into operation before any other elevators may be taken off-line for work. The Proposer may work relatively unrestricted, but certain noise generating activities (hammering, saw cutting, etc.) may require that work be performed outside the normal operating hours for the building.

B. The goal is to complete the work on all elevators by July 13, 2026. The Proposer shall submit a schedule for each elevator on the project with their Proposal, taking the information below into account. The schedule must indicate durations for the following tasks based on an anticipated NTP date of August 11, 2025. To expediate construction, it’s anticipated some of the MEP work and work in the penthouse could be performed in advance of the new elevator equipment’s arrival.

• NTP: August 11, 2025

• Preparation and delivery of submittals

• Approval of submittals: Allow for two weeks for review and turnaround.

• Fabrication and delivery after submittal approval:

• Installation: (note information below)

• Inspection and Certification:

C. Note: If there is an issue meeting the substantial completion date of July 13, 2026, Contractor must bring this to WVU’s attention immediately upon determination of such issue. Failure to notify WVU of this issue when Contractor knew or should have known of the delay may result in no additional extension of time to complete the work.

D. WVU Student Recess Schedule (though this building will remain occupied during constructions):

Summer Recess 2025: May 19 to August 19, 2025

Fall Break 2025: October 9 and 10, 2025

Fall Thanksgiving Recess 2025: November 22 to 30, 2025

Winter Christmas Recess 2025: December 20 to January 11, 2026

Summer Recess 2026: May 18 to August 18, 2026

E. Proposer should be prepared to work extended hours if necessary to meet the completion dates.

MAINTENANCE

A. All service, repairs, and maintenance shall be by the selected Proposer for a period of one

(1) year after the date the elevator is completed and turned over to WVU. During the one

(1) year warranty period, the Contractor shall provide emergency service on a twenty-four

(24) hour basis at no cost to the University. The first response by a qualified University technician shall not void the warranty or relieve the Contractor of any duties or responsibilities. A 1-hour response time shall be required from the Contractor.

The Contractor shall abide by all local, state and federal laws and regulations related to this work and shall adhere to any WVU policies and procedures related to construction and abide by the WVU Supplier Code of Conduct as found at this link:
