Exhibit A - Scope of Services Summary
This Scope of Services document outlines the comprehensive service requirements for Volusia County's procurement of parking access and revenue control system (PARCS) and parking facilities management services at Daytona Beach International Airport (DAB). The Contractor shall provide 24/7 on-site management of all parking facilities, including oversight of special events where attendees utilize Airport parking. Primary responsibilities encompass procurement, installation, operation, maintenance, and enforcement of a modern PARCS system that accepts cash, credit card, and debit card transactions while processing validations and pre-paid reservations. The Contractor must operate the existing PARCS system during the transition period before assuming full responsibility for the newly installed system. The RFP was posted May 14, 2026, with proposals due July 23, 2026, providing approximately 70 days for preparation. Equipment must be selected from the County-approved list provided in Exhibit I, with requests for equivalent equipment requiring County approval no later than 14 days before the proposal deadline; non-approved equipment may result in proposals being deemed non-responsive. The contract term and renewal options are not specified in the available documentation.
The Contractor must collect all gross revenues from public parking facilities and deposit funds daily into County accounts, while providing customer assistance at exit lanes for individuals paying with cash or requiring additional support. The service delivery model anticipates self-pay, cashier-less operations following system acceptance. The RFP is federally influenced and subject to specific regulatory compliance requirements, including FAA clauses and requirements. No set-asides, incumbent vendors, or specific budget ranges are identified in the available documentation. Interested contractors should consult complete RFP documents, cost proposal forms, and all exhibits for comprehensive budgetary parameters, disadvantaged enterprise requirements, and additional technical specifications.
