Exhibit A - RFQ# 1157 Summary
Exhibit A for Request for Quote #1157 is a procurement document issued by the State of Idaho for promotional items to support the Serve Idaho program. The solicitation seeks branded or customized promotional materials designed to enhance program visibility and engagement. While specific item quantities and detailed product specifications are not enumerated in the available documentation, interested vendors must submit proposals by March 30, 2026, approximately 18 days following the March 12, 2026 posting date. The compressed timeline between posting and submission deadline provides limited opportunity for vendor clarifications or site visits. No mandatory bidders conference or pre-bid meeting is referenced in the materials.
The procurement documentation does not disclose specific pricing terms, budget ranges, or total award values. No set-aside designations, disadvantaged business enterprise requirements, or restrictions limiting participation to particular organization types are indicated, suggesting the opportunity is open to all qualified vendors meeting standard state procurement requirements. No incumbent vendors or current contractors are identified. The file does not specify contract term duration, renewal options, or funding sources and amounts. Vendors should contact the State of Idaho through official procurement channels to obtain complete request for proposal documents, technical specifications, mandatory qualifications, pricing schedules, and additional administrative requirements necessary for full bid preparation and submission.

7. Product Quality Tiers
7.1. The Contractor must maintain access to a range of product lines, including at minimum an "economy" line (cost-effective, functional items meeting basic specifications and suitable for high-volume distribution) and a "premium" line (higher-quality materials, enhanced durability, and professional appearance suitable for Commissioner/staff use, conferences, and long-term visibility).
7.2. In Submittal Form B – Bid Schedule, Bidders must provide a discount percentage off MSRP/catalog list price for each category in both Economy and Premium tiers, clearly labeled as “Economy” and “Premium” using these exact tier names and definitions as stated herein. The Bidder must confirm that both tiers are available without minimum order restrictions that would prevent small or variable orders. Do not alter or redefine the tier names or core definitions provided in this Exhibit. Refer to Sections 1 through 5 of this Exhibit for full product specifications and requirements applicable to each category and tier.
7.3. If a Bidder does not carry products within a listed category, they must describe a functionally equivalent product line in the Notes column of Submittal Form B. Failure to provide a discount percentage or equivalent for a required category may impact the evaluation of responsiveness and responsibility.
7.4. The State reserves the right to select the appropriate tier for each order based on intended use, while ensuring all items meet or exceed the mandatory requirements for quality, durability, and branding compliance outlined herein. The committed discount percentage for each tier must remain stable throughout the contract term. The discount applies to the Contractor’s current published MSRP/catalog list price at the time of each order, subject to the price adjustment provisions in Section 14 of the RFQ.
8. Logo Size, Placement, and Imprint Method The exact logo size, placement, and imprint method will be determined by IDOL for each order based on the specific item selected, artwork provided, and applicable branding guidelines. The Contractor must submit digital proofs showing the proposed application for IDOL approval prior to production of any order. All logos must remain legible, undistorted, and compliant with official AmeriCorps and Serve Idaho branding requirements.
The Contractor is responsible for ensuring full branding compliance. Non-compliant items (including distorted logos, unauthorized color variations, or deviations from provided guidelines) will be rejected by IDOL. Corrections and replacement of rejected items are governed by the Acceptance provisions of Section 9 of the RFQ. Repeated or material non-compliance may constitute default under the contract terms.
