About this file

This is a Groundwater Discharge Permit issued by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to the DNR-Parks & Recreation Division for the Clear Lake facility located at 20500 M-33 North, Atlanta, Michigan. The permit authorizes the discharge of sanitary sewage to groundwater through septic tank and subsurface sewage disposal systems serving five discharge points: Upper and Lower Toilet Buildings (EQ-1), Sanitation Station (EQ-2), Day Use Pavilion (EQ-3), Office (EQ-4), and Camp Office (EQ-5). The permit became effective January 1, 2025, and expires January 1, 2030. The permittee must submit a Sampling and Analysis Plan (SAP) and Operations and Maintenance Manual (O&M Manual) by March 1, 2025. Additional requirements include installation of flow measurement devices by October 1, 2026, and installation of two new groundwater monitoring wells (MW-6 and MW-7) around the EQ-1 drainfield by April 1, 2025, with a workplan submitted by that date. The permit establishes effluent monitoring requirements for multiple parameters including flow, nitrogen species, phosphorus, BOD, and chloride, with daily monitoring for EQ-1 and weekly or annual monitoring for other discharge points. Groundwater monitoring is required at seven existing wells (MW-1S, MW-1D, MW-2, MW-3, MW-4, MW-5) and the two new wells with quarterly and annual sampling frequencies.

The permit requires specific effluent limitations and groundwater quality standards to protect groundwater, including maximum daily flow limits of 13,425 gallons per day for EQ-1 and 1,000 gallons per day for EQ-2. Groundwater monitoring well MW-2, MW-3, and MW-4 must maintain pH between 6.5 and 9.0 standard units and limits on Total Inorganic Nitrogen (5.0 mg/L), Chloride (250 mg/L), Sodium (230 mg/L), Total Phosphorus (1.0 mg/L), Total Arsenic (5.0 ug/L), Total Iron (300 ug/L), Total Manganese (50 ug/L), and Sulfate (250 mg/L). The new monitoring wells MW-6 and MW-7 have a two-year startup period during which limits are reported only, after which the same limits apply as MW-2, MW-3, and MW-4. If groundwater limits cannot be achieved within two years of well installation, a Corrective Action Plan must be submitted with semi-annual status reports due by June 30 and December 31 each year. Monthly Discharge Monitoring Reports must be submitted via the Department's MiEnviro Portal, with facility operation logs maintained on-site documenting weekly drainfield observations and annual septic tank inspections. The permit requires an annual permit fee and prohibits any discharge other than sanitary sewage unless prior written approval is obtained. All records must be retained for three years, and the permittee must maintain operator certification and comply with all applicable Michigan environmental regulations.
