About this file

This is a Bidder Questions and Answers document for the Michigan Department of Natural Resources (DNR) regarding groundwater discharge sampling and analysis services for Clear Lake State Park (CLSP). The document addresses seven key inquiries from bidders concerning monitoring well depths, sampling location photographs, previous sampling event data, sampling methodology preferences, daily reporting requirements, static water level data, and flow monitoring specifications. The groundwater depths at monitoring well locations range from 14 to 25 feet, and typical site conditions are documented through photographs showing monitor well locking plugs and snow-covered wooded terrain with monitoring equipment. Previous sampling data from February 25, 2026, is provided for eight monitoring wells (MW-1S through MW-7), collected at Clear Lake State Park in Michigan. The state indicates a preference for low-flow groundwater sampling methods over bailer purge and sample methods, and vendors will be selected based on their proposed methodology. Daily reporting for flow measurements will be handled by park staff rather than the contractor.

The sampling analysis includes inorganic parameters such as chloride, conductivity, nitrogen (ammonia, nitrate, and nitrite), phosphorus, and sodium, with all analyses conducted per established EPA and Standard Methods protocols by SOS Analytical, Inc., a laboratory certified for compliance monitoring under the Safe Drinking Water Act. Flow rates are not part of the contract scope and will be managed by park staff. The provided historical sampling data includes concentration results and detection limits for all analytes, with most samples showing non-detected levels for ammonia and nitrite, and varying concentrations of chloride, sodium, and other parameters across the seven monitoring wells sampled on February 25, 2026, with laboratory receipt and analysis completion dates occurring between February 26 and March 5, 2026.

DNR GROUNDWATER DISCHARGE SAMPLING & ANALYSIS FOR CLSP

Q # Document and Section

Bidder Question Answer (to be completed by the State)

What is the depth to groundwater for the monitoring wells. We didn’t see where that data was provided.

The depths vary by well location are from 14’ to 25’

Could a photograph be provided of each sampling location?

All locations are similar in terrain a photograph is attached can be taken to show typical conditions and will be attached.

See Attachment A below.

Photograph 1, Up close photo of a Monitor Well locking plug.

Photograph 2, Photo of snow-covered wooded terrain with Monitor well pipe in between pine trees.

Is the previous sampling event field data available for the sample location? If it is, could it please be provided?

See Attachment B below.

Sampling record for the test wells.

The RFP states that low-flow groundwater sampling is preferred over bailer purge and sample method. How will the review of the bids consider the sampling method used to develop a price?

I would assume we would choose a vendor based on the preferred method as this is the preferred method by EGLE.

How will the daily reporting requirement be

Daily reporting is for flow and will be handled by unit staff.

provided for entry into the DMRs?

Can a table of current static water levels be made available for sample equipment requirement.?

See attachment B below. Sampling record for the test wells.

Requirements

1 General Requirements (Effluent Flow Monitoring)

For sample type EQ-1 flow (daily) can this be a calculated from weekly flow reading or does this reading require daily inspection?

Flow rates are not part of the contract, they will be handled by park staff
