About this file

This is a 50% design plan and typical section exhibit for the Santa Ana Delhi Channel (F01) project, prepared by Orange County Public Works in July 2023. The exhibit illustrates the proposed improvements across approximately 3,500 linear feet of channel extending from Upper Newport Bay to Mesa Drive in Newport Beach. The design includes three primary segments: an upper segment (stations 19+75 to 36+80) featuring concrete-clad retaining structures, cable railings, and maintenance roads; a bridge area (station 8+08) with a new 185-foot span supported by 24-inch octagonal prestressed concrete piles; and a lower segment (stations 9+75 to 19+75) with coastal salt marsh restoration areas, multi-use trails, and maintenance access roads. The typical sections demonstrate varying right-of-way widths ranging from 46 to 90 feet and incorporate preservation of existing low-flow wetland and coastal salt marsh areas. The project scope encompasses flood conveyance improvements, channel stabilization, sediment management, habitat restoration, and recreational access enhancements across approximately 12.2 acres.

The Santa Ana Delhi Channel (F01) project is funded by the County of Orange and the Orange County Flood Control District with a total budget of approximately $31,200,000. The County of Orange, through OC Public Works, is soliciting proposals for Construction Manager at Risk (CMAR) services with a mandatory pre-bid meeting scheduled for February 28, 2024, at 10:00 a.m., questions due by March 6, 2024, at 2:00 p.m., and proposals due by March 19, 2024, at 2:00 p.m. Qualified respondents must hold an active Class A Contractor's license and demonstrate a minimum of five years of direct experience in general contracting, CMAR, or design-build projects, with at least one public agency project valued at $10 million or more. The best value selection method will allocate 500 points for written proposals, 400 points for presentations and interviews, and 100 points for price proposals, totaling 1,000 points. All contractors and subcontractors must comply with California Labor Code Section 1771.1(a) and register with the Department of Industrial Relations, with prevailing wages required for all applicable work. Performance and Payment Bonds, each for 100% of the contract amount, will be required, with construction services anticipated to begin in December 2024 and project completion targeted for November 2026.
