About this file
This is a Summary Booklet for the 2026 United Healthcare plan offering associated with the City of Orlando's Health Plan Administrative Services procurement (RFP26-0046). The document outlines administrative services for the City's self-funded group medical and pharmacy benefit plans, with implementation effective January 1, 2027. The City seeks qualified organizations to provide administrative services across three plan options: HMO, Point-of-Service (POS), and Narrow Network Plan, with proposers able to submit responses for Medical Administrative Services Only (ASO), Pharmacy Benefit Manager (PBM) Administration, or both configurations. A non-mandatory pre-proposal virtual conference was scheduled for November 10, 2025, with proposal submissions due December 15, 2025. The initial contract term is three years with potential renewal options for up to seven additional one-year periods. The procurement requires comprehensive administrative capabilities including network performance management, wellness programs, clinical data integration, value-based contracting support, and detailed reporting across all three plan configurations.
The City currently covers approximately 9,000 total covered lives with projected gross annual healthcare claims of $85 million (65% medical claims and 35% pharmacy claims). The City funds 95% of employee-only premiums and 73% of dependent-tier premiums for the Choice HMO Plan. UnitedHealthcare is the current incumbent vendor, having managed the plans since 2001. The existing stop-loss insurance policy, issued by Symetra Life Insurance Company, maintains a $1,000,000 per covered unit deductible for the 2025 policy period at a premium rate of $6.79 per covered unit. Historical claims data spanning January 2021 through February 2025 and detailed reporting system specifications are available to support proposal development. The procurement does not include Medicare-eligible retiree plans or stop-loss insurance in the scope of services being requested.
