Exhibit 6 - 2026 United Healthcare Summary Booklet
This document is a summary booklet for the City of Orlando's existing health plan administrative services provided by UnitedHealthcare, the incumbent vendor since 2001. The City of Orlando is soliciting proposals for Health Plan Administrative Services through RFP26-0046, seeking qualified organizations to provide administrative services for its self-funded group medical and pharmacy benefit plans effective January 1, 2027. Proposers may submit responses for Medical Administrative Services Only (ASO), Pharmacy Benefit Manager (PBM) Administration, or both options, with all proposed configurations required to apply across three plan options: HMO, Point-of-Service (POS), and Narrow Network. The solicitation mandates a high-performance network anchored by a Clinically Integrated Network for the Narrow Network Plan. A non-mandatory pre-proposal virtual conference was scheduled for November 10, 2025, with proposal submissions due by December 15, 2025. The initial contract term is three years, with potential renewals for up to seven additional one-year periods.
The City currently provides coverage to approximately 9,000 total covered lives with projected gross annual healthcare claims of $85 million (65% medical, 35% pharmacy). The City currently funds 95% of employee-only premiums and 73% of dependent-tier premiums for the Choice HMO Plan. The current stop-loss insurance policy, issued by Symetra Life Insurance Company, maintains a specific deductible of $1,000,000 per covered unit with a premium rate of $6.79 per covered unit for the 2025 policy period. Historical claims experience data spanning January 2021 through February 2025 is available, and detailed claims reporting systems with specific data field specifications are in place. The procurement does not include Medicare-eligible retiree plan options or stop-loss insurance services.
