About this file
This document is the Special Provisions exhibit for a maintenance paving project issued by the Oregon Department of Transportation (ODOT) District 2C. The work encompasses grind and inlay paving operations at three locations: US26 westbound between the OR35 junction and Government Camp (two separate segments totaling approximately 4,000 linear feet) and Timberline Highway northbound and southbound (approximately 9,000 linear feet). The project scope includes cold planing asphalt concrete pavement to a 2-inch depth, placing a 2-inch Level 3 dense asphalt concrete inlay, providing temporary pavement markings, and laying out permanent striping to match existing conditions. Work is restricted to weekday hours Monday through Thursday from sunrise to sunset, excluding holidays unless approved by the Project Manager. All work must be completed by September 15, 2026. The contractor is required to submit a project schedule at least seven days prior to the preconstruction meeting and must provide a recently approved ODOT asphalt mix design for review at the same timeframe.
The contractor bears responsibility for locating suitable staging and equipment storage locations, though coordination with ODOT yards is available through Shane Jansen. All quantities listed in the bid are estimates provided as guides only, and ODOT reserves the right to adjust quantities or add and delete items as needed. Critical technical requirements include achieving a minimum compaction rate of 91 percent of MAMD, meeting pavement surface flatness tolerances of 1/8 inch when tested with a 12-foot straightedge, and providing weigh slips for each load of asphalt material placed. The contractor must implement quality control and quality assurance procedures and bears the cost of replacing any rejected material. All work must comply with the 2024 Oregon Standard Specifications for Construction, and the contractor is responsible for adherence to all applicable OSHA regulations, ANSI Z 133.1 safety standards, and Manual of Uniform Traffic Control Devices requirements. Invoicing and certified payroll documents should be submitted to the Agency Authorized Representative at the listed ODOT District 2C address.
