About this file
This document is a Fencing Specifications Exhibit (Exhibit #4) from the Maryland Department of Health for the Eastern Shore Hospital Center (ESHC), detailing technical specifications for a comprehensive fencing installation project. The specifications outline a single-layered mesh fence system with a total length of 150'-0", panel width of 8'-0", and a height of 12'-0", featuring three steel pipe rails (top, bottom, and intermediate) constructed with ASTM F1043 Group IA Heavy Industrial Fence Framework. The project includes two post configuration options (square or round), a 4'-0" wide by 7'-0" high lockable gate, and requires a mandatory site visit before proposal submission. The fence must be installed with specific technical requirements, including a 3" x 3/8" 11-gauge chain link fabric, powder coat black finish, and 3,000 PSI concrete footings.
The project is designed for an 84-capacity adult psychiatric facility operating 24/7 and includes unique installation specifications such as fabric tension requirements, ground clearance limitations, and specific attachment methods. Key technical requirements include wind speed resistance up to 110 MPH, a minimum 20-year warranty against manufacturing defects, and precise installation guidelines for anchoring the fence to an existing building with a soffit/eave lower than 12'-0". No additional lighting or security cameras are required, and the existing camera will be relocated by the facility. While no specific budget or set-aside designations were mentioned, the comprehensive technical specifications suggest a complex infrastructure project requiring specialized fencing installation expertise for a secure healthcare environment.

FENCING SPECIFICATIONS EXHIBIT # 4
Panel type: Single layered mesh system.
Panel type Image:
Fence Length: 150’-0” (Field Verify)
Panel Width: 8’- 0”
Fence Height: 12’- 0”
Rails: 3 (three), Top, Bottom, and Intermediate - round steel pipe rails: ASTM F1043 Group IA
Heavy Industrial Fence Framework, schedule 40 galvanized pipe per ASTM F1083.
Wire diameter: 0.15 in (3/20 of an inch)
Mesh size: 3” x 3/8” - 11 gauge. Shall meet or exceed ASTM F2781 test results. Chain Link Fabric:
Install fabric to inside of the framework, post and ties on the outside. Attach fabric to the terminal post by threading the tension bar through the fabric; secure the tension bar to the terminal post with tension bands and carriage bolts spaced no greater than
12 inches (304.8mm) on center. Attach to terminal post by sandwiching the mesh between the post and a vertical 2 in. wide (50mm) by 3/16 in. (4.76 mm) galvanized steel bar. Chain link fabric to be sufficiently stretched to taut so as not to deflect more than 3 in. (76 mm) in the center of two-line post at mid height subjected to a 30 lb.
(133N) horizontal force. Fabric to be secured to the line post with tie wires spaced no greater than 12 inches (304.8 mm) on center and to rail spaced no greater than 12 inches (304.8 mm) on center. The installed fabric shall have a ground clearance of no more than 2 inches (50 mm).
Finish: Powder Coat Finish – Color: Black
Panel installation: Bottom of panel maximum 2” above ground (Mow Strip).
OPTION A – Square Post dimensions:
Intermediate post: 4” square steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Corner Post: 6” square steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Gate Post: 4” square steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Rails: Top Rail, Intermediate Rail, and Bottom Rail: 2” square steel pipe: ASTM F1043 Group
IA Heavy Industrial Fence Framework, schedule 40 galvanized pipe per ASTM F1083.
OPTION B – Round Post dimensions:
Intermediate post: 4” diameter - round steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Corner Post: 6” diameter - round steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Gate Post: 4” diameter - round steel pipe: ASTM F1043 Group IA Heavy Industrial Fence
Framework, schedule 40 galvanized pipe per ASTM F1083.
Rails: Top Rail, Intermediate Rail, and Bottom Rail: 2” diameter - round steel pipe: ASTM
F1043 Group IA Heavy Industrial Fence Framework, schedule 40 galvanized pipe per
ASTM F1083.
Gate: 4’-0” wide x 7’-0” height, Schedule 40 galvanized
Lockable: Pad Lock Latch Plate mechanism. Match the same material and finish that will be used for the main fence. Refer to attached detail – Exhibit # 5 Gate Latch Specifications
Gate Foundation: 3,000 PSI Concrete footing, approximately 6’-0” long x 2’-0” wide x 3’-0” deep.
4” Post Foundations: 3,000 PSI Concrete footing. approximately 5’-0” deep x 1’-8” diameter
Mow strip: Refer to attached detail. (Exhibit #2)
Wind Speed: 110 MPH.
Warranty: Minimum of 20 years against manufacturing defects.
Special condition: 1 (one) site visit required before submitting a proposal. Contact the hospital representative to set up a site visit date. The termination of the fence will be anchored to the building. The Fence needs to drop underneath the soffit/eave when it approaches the building. The soffit/eave is lower than 12’-0”. Visit the site and provide a proposed detail to address this issue. Explain in a narrative and include a detail showing how you intend to frame and secure the fence to the building when it drops under the soffit/eave.
Notes:
1. All dimensions are nominal.
2. No lighting required
3. No Security Camera’s required.
4. The existing Camera will be relocated by the facility.
