Riparian Conservation Areas No work is to be conducted within riparian conservation areas (RCA) except fireline or unless otherwise specified.

Known RCA’s are clearly identified on the unit maps. If newly discovered stream courses are found within units, notify the Contract Officer’s Representative (COR) or designated inspector immediately for stream buffer (no treatment) requirements.

RCA boundary distances are determined by whether the stream is perennial (240-foot buffer) or intermittent (120-foot buffer). Perennial streams are defined as generally having year-round flow except in periods of extreme drought.

Intermittent streams are defined as a stream or portion of a stream that flows in response to seasonal runoff and unlike ephemeral streams have well-defined channel bed and banks. Consult inspector or COR if uncertain about status of unmarked channels.

Mineral Licks and Elk Wallows If mineral licks or elk wallows are found, a 400-foot buffer is required. If mineral licks or elk wallows are found within units, notify the COR or designated inspector immediately.

Technical Specifications

7A. Hand Thinning Thinning is required as shown in Table 1, and the following conditions shall be met:

• Spacing: Spacing will be based on crown spacing, which is the distance from the outside branch of one leave tree to the outside branch of the next nearest leave tree. See “Leave Tree Spacing” in Table 1 for unit specific crown spacing distances. Spacing on individual leave trees may be varied up to 25% to select and leave only the most desirable non-defective trees.

• Size Limits: Only live coniferous trees greater than 2-feet in height and less than 10-inches DBH shall be cut.

• Leave Tree Species Preference:

1. Whitebark Pine (Do not cut any whitebark pine)

2. Aspen (Do not cut any aspen, unless damaged from felling or logging operations)

3. Western Larch

4. Ponderosa Pine

5. Douglas-fir

6. Engelmann Spruce

7. Lodgepole Pine

8. Grand Fir

9. Subalpine Fir

Leave a diversity of species in pine plantations where possible by leaving least desirable trees with good form and vigor over defective ponderosa pine. Leave tree selections shall not be all one species

• Other Requirements:

▪ Cut all coniferous trees greater than 2-feet in height within the dripline of leave trees and trees greater than 10-inches DBH. Trees selected as cut trees shall be cut at or below 4-inches above the ground level. If natural obstacles prevent severing the bole at that point, stump height shall not exceed 4-inches above the obstacle.

All live limbs shall be removed from the stump. Stumps shall be cut horizontally, and parallel with the ground.

▪ Trees shall be directionally felled away from residual trees, improvements, private property, and boundary edges including RCAs. Such directional felling shall not be required when in the faller’s judgment it is unsafe to do so, and the tree shall be left standing.

▪ Cut all Juniper in the units.

3 | P a g e

• Aspen Treatments: Aspen clumps are defined as: 10 or more trees grouped closely together (stems within 20 feet of each other), greater than 4-feet in height. Cut all coniferous trees greater than 2-feet in height and up to 10-inches

DBH from within and around the clump based on the following crown spacing:

▪ For plantations, cut all conifers within and 25-feet around the clump.

▪ Outside plantations, cut all conifers within and 75-feet around the clump.

Whitebark Pine Improvement Thinning In areas of whitebark pine (WBP), thin around WBP Leave Trees to reduce competition from other species and reduce ladder fuels to increase WBP resilience to wildland fire.

Do not cut any whitebark pine (WBP), western larch, or quaking aspen.

A. All whitebark pine (WBP) treatment units are noted in Table 1. If WBP are found in these or any unit, the following requirements are to be followed:

B. Whitebark pine Leave Trees

▪ All WBP are Leave Trees

C. Cut all conifer trees (other than WBP) within 35 feet of WBP Leave Trees. Specifically, target for removal subalpine fir and Engelmann spruce up to 10-inch DBH

D. Cut all live brush species within 15 feet of WBP Leave Trees and scatter

E. Pull slash and cut material including existing dead woody material exceeding ½” diameter and 2 feet in length beyond the 35 feet clearing radius of WBP Leave Trees.

F. Follow slash treatment requirements from section below: “Scatter - Slash Treatment Requirements.” In all cases, avoid putting slash near WBP, including seedlings and saplings.

G. Where cutting would create slash that would prohibit pulling back from the WBP leave trees, pruning per the

“Pruning” section can be approved by the inspector or COR. Avoid pruning any WBP.

H. Follow “Pruning” directions on units as specified in Table 1.

7B. Lop and Scatter Lop and Scatter is required in units when designated in the “Lop & Scatter” column in Table 1

• Slash to be Lop and Scattered: Lop and scatter slash material resulting from contract activities (both thinning and pruning).

• Slash Height: All lopped material from contract activities shall not extend over 2-feet in height above the ground.

• Placement: Slash material will be evenly scattered beyond the drip line of individual trees. If residual tree crowns are touching, slash will be distributed evenly between boles, but not touching the boles. Slash will be scattered in a manner so as not to create a berm or windrow of material.

• Bucking: All trees shall be bucked in 8 foot or less segments.

• Unit Boundaries: All slash material created by operations performed under this contract which falls outside the unit boundaries shall be pulled back into the unit and treated with the applicable slash treatment.

• Pullback: All slash created by operations performed under this contract shall be

▪ Pulled back at least 5 feet from the top of road cuts and at least 5 feet beyond the traveled surface of the road prism on the fill side, for all roads as shown on the Contract Maps.

▪ Pulled back at least 15 feet from all inside road ditches and culvert inlets.

▪ Pulled back at least 5 feet from the traveled portion of any footpaths used by cattle.

7C/D. Piling and Pile Covering Piling and Pile Covering is required in units when designated in the “Hand Pile & Cover” column in Table 1,

• Slash to be Hand Piled: Pile a minimum of 90% of slash material resulting from contract activities

• Location of Piles:

4 | P a g e

▪ The minimum spacing of pile edges to the residual tree canopy edge will be 8-feet. In closed canopy stands, make piles between trees if no openings exist within 50-feet.

▪ No piles are to be made within 20-feet of roads, trails, fireline, footpaths used by cattle, outside unit boundaries, or within channel bottoms above culvert intakes without prior written approval of the COR.

• Unit Boundaries: All slash material created by operations performed under this contract which falls outside the unit boundaries, shall be pulled back into the unit, and treated with the applicable slash treatment.

• Construction and Size of Piles:

▪ All piles shall be as compact as possible. Minimum pile size is 6-feet in height and 6-feet in diameter.

Maximum pile size is 8-feet in height and 8-feet in diameter.

▪ All piles shall have a good base to keep the pile from toppling. Some larger material shall be placed at the base of the pile with additional larger material placed in the upper portion of the pile to aid in compaction of the pile. This may be accomplished by either teepee stacking or parallel stacking material.

▪ Jack-strawed piles, crisscross piles and poorly compacted piles will not be accepted. All material in excess of 6-feet in length shall be cut before placing in the pile. Material protruding out beyond the compact portion of the pile shall be bucked off and added to the pile to facilitate a clean burn.

• Covering of Piles: Piles must be constructed with a 3 by 3-foot (or larger) sheet of waxed or poly-coated Kraft paper placed on the pile when it is approximately ¾ of the finished height of the pile. The remaining slash is to be piled on top to prevent the paper from blowing away. The contractor shall supply the paper.

7E. Pruning Pruning is required in units when designated in the “Prune” column in Table 1

• Prune Specifications:

▪ All residual live conifer trees greater than 4-inches DBH shall be pruned to a height of 7-feet.

▪ Limbs shall be cut within ½ inch of the limb collar and completely severed from the tree. Live and dead limbs need to be pruned.

▪ Pruning may be completed with a chainsaw, pruning saw, or shears. Caution shall be taken to minimize damage to the bole of the tree.

▪ If damage from pruning removes portions of the bark greater than 4 inches in length or more than 25% of the circumference (whichever is less), the damaged tree shall be cut, and a different leave tree shall be selected in its place.

7F. Fireline Construction and Fuelbreak Fireline Construction and Fuel Breaks are required in all units in Table 2, and the following conditions shall be met:

• Fireline Construction:

▪ Mineral Soil and Width: In areas designated, fireline shall be constructed down to mineral soil to a width noted in “Mineral Soil Width” in Table 2. All litter, duff, herbaceous plants, live or dead roots and organic matter must be removed from this mineral soil scrape.

▪ Berms: When fire line is constructed, berms shall be pulled to the outside edge of the constructed fire line, and outside of the unit. Berm shall be dispersed to less than 6 inches high.

▪ Clearing Limits: All existing stumps and snags within the control line clearing limits shall be cut flush at ground level and/or scraped around down to mineral soil to remove fuels and prevent ignition.

▪ Water Bars: Water bars are to be constructed to divert water away from the fire line at an angle 30-60 degrees from the line and sloped to divert runoff into the green. Water bars should be 50-feet apart on slopes greater than 30% and 100-feet apart on slopes less than 30%. Or use Rule of Thumb: each water bar should be visible at horizontal eye level from the one below it.

▪ Avoid: Under-slung line should be avoided if possible but when alternatives are not feasible a cup trench is required.

• Fuel Break:

▪ Distance: The fuel break shall be from the inner edge of the Fireline mineral soil break to the width (in feet) noted in the “Fuel Break Distance” column in Table 2.

5 | P a g e

▪ Thinning and Pruning: Fuel break areas shall follow the requirements of Thinning and Pruning (7A and

7E) as stated above.

▪ Slashing: All slash, brush greater than 2-feet tall, and dead woody material greater than 1-inch diameter will be removed and dispersed in the interior of the unit beyond the Fuel Break Distance. Slash shall be dispersed according to the Lop and Scatter (7B) requirements outlined above, with no windrowing allowed.

▪ Piles: No piles will be created within this space.
