Sawtooth National Forest
Elk Mountain East Project
Scope of Work (SOW)
March 2, 2022
Background
The Sawtooth National Recreation Area within the Sawtooth National Forest has a need for hand cutting live, dead, and down trees, and piling slash as described below. Lodgepole pine mortality, caused by mountain pine beetle, has left large numbers of dead trees in the Sawtooth
Valley and Stanley Basin. This “high fuel loading” can cause torching, spotting and intense wildfire behavior. The Elk Mountain East Vegetation Management Project is an approximately
5,000-acre project designed to reduce the accumulated fuels in the project area and reduce the potential for high intensity wildfires that could destroy valuable human resources. The intent of this contract is to cut and pile excess live and dead fuel loading adjacent to roadside within 300 feet.
GENERAL REQUIREMENTS
1.0 Description of Services: The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide hand cutting dead trees and firewood decking services on the Sawtooth
National Recreation Area located near Stanley Lake of the Sawtooth National Forest. All work shall be performed in accordance with this statement of work and all federal, state, and local laws and regulations.
2.0 Location and Description
The project area is within the Sawtooth National Recreation Area of the Sawtooth National
Forest. It is located on the southwest side of Highway 21 near Elk Mountain and Stanley
Lake, approximately five miles northwest of Stanley, ID.
Terrain varies in the project area from mostly flat areas around 6600 ft. elevation comprised of lodgepole pine impacted by mountain pine beetle to steep slopes with mountain tops around 7700 ft. elevation commonly comprised of Douglas-fir and subalpine fir. Private lands with homes and other structures sit northeast (across Highway 21) of the project area.
The popular Stanley Lake recreation complex lies southeast and adjacent to the project area.
Slopes across Blocks C, D and E are 0-45% with a mostly southwestern aspect. Fuel loadings average 19-22 ton/acre. Vegetation composition of these areas is predominately lodgepole pine with some Douglas-fir and subalpine-fir mixed within. The total acres for the three treatment blocks for this contract are 53 acres (Block C -16 acres, Block D -25 acres, Block
E -12 acres).
2.1 Accessibility
To access the cutting and piling areas of the project, head northwest on Highway 21 for approximately five miles from Stanley, ID to Forest Service Road #455 (Stanley Lake
Road). Head west for approximately two miles on Forest Service Road #455 to Forest
Service Road #630 (Dry Creek Road). To locate Block C, head northwest on Road #630 for approximately ¼ mile to. Block C (16 acres) is adjacent to the road on the northeast side. The legal description is T11N R12E, Section 27.
To locate Blocks D and E, continue traveling southwest on Road #455 that becomes the
Elk Mountain Road #649 approximately one mile past the junction with Road #630.
Block D (25 acres) is on the north side of Road #649. Block E (12 acres) is on the south side of Road #649 and west of the Iron Creek – Stanley Lake Trail #640. The legal description is T11N R12E, Section 28.
Unit boundaries are marked with pink flagging approximately at eye-level. Unit boundaries are also available as GIS shapefiles. See attached Maps.
3.0 Performance Period
The period of services of the Contractor will be from approximately July 11, 2022 through
September 23, 2022. Specific clearances would be required to work outside of this period.
4.0 Prework Conference
Prior to commencement of work, the Contracting Officer (CO) or the Contracting Officer
Representative (COR) will schedule a meeting with the contractor to discuss the contract terms, work requirements and schedule. At the conference, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative and their contract responsibilities and authority.
5.0 Contractor Representative
Provide an onsite contract representative who will oversee the performance of the work specified in this contract. Designate in writing to the CO, the name of the contract representative and an alternate(s) who shall have the authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must have a minimum of mid-level janitorial management, supervision and operational experience as well as be able to read, write, speak, and understand English. Notify the CO/COR at least 10 workdays in advance of any subsequent change of personnel in this position. Replacement personnel shall have the same level or better experience as the person being replaced.
Notification of Cessation or Restart of work: The Contractor will notify the Contracting Officer’s
Representative (COR) whenever he/she intends to cease operations for three or more days and will notify the COR before starting operations after a shutdown of three or more days.
The Contractor must always maintain an adequate work force to ensure timely completion of the work and is responsible for the crew knowing the requirements of the contract. The crew is also responsible for maintaining a safe working environment. The Contractor must attend the pre-work meeting and provide a written performance plan including crew size prior to beginning work.
A qualified, English speaking crew leader must always be on-site directing work. Failure to maintain a crew leader, who demonstrates the minimum skills and ability as shown below, will result in suspension of work until an acceptable on-the-ground crew leader is provided. A maximum of five (5) days will be allowed to produce a qualified crew leader. Failure to produce a qualified on-the-ground crew leader within five days may result in the Contracting Officer
(CO) issuing a Suspend Work Order.
6.0 Hours of Operation
The Contractor will be directed to work anytime between 0800-2000 hours Monday through
Sunday due to the proximity of occupied campgrounds. Exceptions to these work times will be made as deemed appropriate by the CO and/or COR and may depend on seasonal recreational use of the site including such things as wildlife use patterns or fire restrictions. Final Inspection will be on business days only (Monday-Friday) and not on Federal Holidays. The contractor will notify the COR before they leave or finish the project.
7.0 Qualifications Of Contractor Or Employees
The contractor shall provide chainsaw operators that have sufficient skill and experience to perform properly the work assigned to them. Any operator who, and in the opinion of the Contracting Officer, does not perform their work in a proper and skillful manner shall be removed immediately by the Contractor upon written request of the Contracting
Officer. Any chainsaw that will accomplish the desired results, capable of meeting the work standards and not violating any resource protection standard. Equipment shall be furnished on a fully operated basis and in good operating condition, with a competent, qualified operator. All equipment must be pressure washed prior to entering the project area due to noxious weed implications.

Hand Thinning Treatment Standards:
1. The cutting areas are marked with pink flagging approximately at eye-level.
2. Cut and remove all live conifers <6” diameter (with a spacing of 10-15 feet in between leave trees) and dead conifers <8” in diameter.
3. Whitebark pine, aspen and spruce will not be cut. Government Technical Monitors will identify these tree species to contractor.
4. All cut trees shall be completely severed to a maximum distance of 6” from ground.
Cutting stump heights as close to the ground as possible would be the desired condition.
5. Cut trees shall be secured so they do not roll downhill and shall not be hung up on other trees or vegetation.
6. No cutting shall occur within Riparian Conservation Areas (RCAs). RCAs are defined as
150’ from perennial streams and 75’ from intermittent streams. RCA boundaries will be clearly marked with flagging. If you are unsure ask the Government Technical
Monitors or contracting officer representative.
7. Large diameter dead or green trees (>10”) lying on the ground will be limbed. Cut limbs and debris will be piled. Tree tops will be cut down to 6” diameter and piled.
8. There may be small clusters of dense uncut trees left for wildlife and visual resources.
These will be identified and flagged prior to implementation.
Hand Piling Specifications:
All contractor created slash as well as existing fuels shall be piled using the following criteria:
1) Pile only in project unit boundaries.
2) Create piles no larger than 8 feet in diameter and 6 feet in height.
3) Pile on flatter terrain when feasible.
4) Create piles perpendicular to slope to prevent material from rolling downhill as piles burn.
5) Piles will be no less than 10 feet away from one another. Whenever possible, piles should be evenly spaced.
6) Place piles no closer than 10 feet from the outside edge of the drip line of trees >20” dbh.
7) Cover piles at 2/3 depth with approved cover material.
8) If piles are created on downed logs, remove rounds and clear within three feet of pile to reduce spread.
9) Avoid piling on downed logs >16” in diameter or on stumps.
10) Do not make piles within Riparian Conservation Areas (RCAs). RCAs are defined as
150’ distance from perennial streams and 75’ from intermittent streams. RCA boundaries will be clearly marked with flagging.
11) All green slash 8” in diameter or less AND all dead slash 3-8” in diameter shall be piled;
slash needs to be cut to a length less than 6 feet when piling.
12) If piling specifications cannot be met due to leave tree density, additional trees larger than 10” dbh may be removed to facilitate additional clearances at no additional cost to the government. This deviation from specifications will only be needed in a few select areas; this circumstance will need to be discussed with the Inspector or COR.
13) Contractor will furnish approved material to cover piles. No plastic will be accepted as an approved cover material.
Contractor must post road guard for vehicles, bikes and pedestrians when cutting near
Forest Service Roads #630 (Dry Creek Road) and #649 (Elk Mountain Road).
