About this file

This is a Special Provisions and Specifications document for the Oregon Department of Transportation (ODOT) ESB 2026 I-5: Exit 135 - Exit 140 Selective Dead Tree Removal project. The project requires contractors to furnish material, equipment, labor, and incidentals to cut and remove approximately 78 dead or visibly dying trees and other vegetation from ODOT right-of-way located along Interstate 5 between Exit 135 and Exit 140 in Douglas County, Oregon. The scope includes removing or chipping materials on-site as directed, with specific work locations detailed in two figures and a comprehensive tree removal list organized by milepost and ramp location. Approximately 72 trees require complete removal from the project site, while 6 additional trees only require visible limbs to be bucked once on the ground. Work zone traffic control, including rolling slowdown methods for periods not exceeding 20 minutes, will be performed by ODOT forces Monday through Friday between 7 a.m. and 3 p.m., with the contractor responsible for scheduling and coordinating work zone traffic control a minimum of 28 days prior to beginning work.

The contract is structured as a lump sum payment arrangement with no separate measurement or additional payment for brushing, cleanup, or work required to access and complete the specified tasks. Contractors must comply with the 2024 Oregon Standard Specifications for Construction, with specific modifications outlined for mobilization, accommodations for public traffic, temporary traffic control, erosion and sediment control, environmental protection, and clearing and grubbing operations. Key requirements include submitting compost material documentation within 30 calendar days of contract award, notifying the Oregon Department of Forestry 21 calendar days prior to beginning work if utilizing merchantable timber, and maintaining a minimum 150-foot distance from waters of the state or federal waters when storing fuel and equipment. The contractor assumes full responsibility and liability for all damages or injuries arising from contract execution and must repair any damage to ODOT property or third-party property at its sole cost. The project manager contact is Blake Howren, District Operations Coordinator, and the District 7 North Douglas Transportation Operations & Maintenance Manager can be reached at 541-849-2505 for traffic control coordination.
