About this file

This document is an exhibit detailing the capabilities of the NIMS (NISC Invoice Management System), a federal contracting management platform used by the FAA. The system comprises nine integrated modules that support contract administration, invoicing, and financial management for NISC IV and T5 contracts.

The KFDB module provides automated reporting for NISC contracts and synchronizes daily with FAA's DELPHI and PRISM systems. The NIAT module functions as an invoice staging database for contractor charges including labor, travel, other direct costs, and lagging charges, while allowing contractors to certify monthly invoice lines and integrating with contractor tools such as ITT and CET. The Login module provides self-service user account requests, LDAP authentication, and rules of behavior establishment. The Invoice module creates and certifies invoices at the line item level, enforces monthly resolution of negative pending balances, documents disputed charges, and generates payment instructions. The Task Order module creates and manages task orders with independent government cost estimates, contractor estimated costs and schedules, and government and contractor signature workflows. The Financials module processes procurement requests, tracks DELPHI obligations, provides NTP, processes funding transfers, records funding allocations, and establishes payment prioritization. The Performance Evaluation module manages surveys to assess government satisfaction with contractor performance, including semi-annual end-user surveys for government roles (PMO, ETO, GTI), collects metrics for Award Fee calculations, and generates administrative and end-user PE reports. The Reporting module generates and exports reports on allocation activity, award fee data, invoice details, disputed items, awarded procurement requests, payment instructions, task order details, and performance evaluations. The System Administration module provides onscreen notifications, processes user account request approvals, grants digital signing authority, and offers alternate assignments for ETOs and TOMs.
