About this file
This document is an exhibit outlining the County of Orange Local Small Business (OCLSB) Preference and Disabled Veteran Business Enterprise (DVBE) Certification Requirements for the Orange County Sheriff-Coroner Department's Architect/Engineer (A/E) Architectural Services solicitation. To qualify for OCLSB and/or DVBE preference, respondents must obtain State of California Department of General Services (DGS) certification as a Small Business and/or DVBE, maintain their principal center of operations within Orange County, hold valid certification at the time of solicitation closure and contract award, and submit a completed and signed Affirmation form with their response. Statements of Qualifications must be received by October 23, 2026, at 2:00 P.M. PDT, with all questions and requests for interpretation due by October 9, 2026, at 3:30 P.M. Pacific Daylight Time. The awarded contract will be a usage contract between the County of Orange and the selected Respondent(s) for providing A/E architectural services on various projects.
For Invitation for Bid (IFB) procurements, certified OCLSB or DVBE bidders receive a five percent (5%) deduction from their original bid price for evaluation purposes, with a maximum allowable deduction of $100,000; if the lowest bidder holds such certification, the contract is awarded at their original bid price. For Request for Proposal (RFP) procurements, an additional five percent (5%) is applied to the tallied cost score, with preference given to certified OCLSB firms in case of score matching. Businesses certified as both OCLSB and DVBE receive an eight percent (8%) preference instead of five percent. If bidders utilize OCLSB or DVBE subcontractors, they must demonstrate through the Staffing Plan that twenty percent (20%) of the total bid amount is allocated to such subcontractors. Notably, DVBE preference is not applicable to public works or A/E construction projects, which excludes this particular solicitation from DVBE preference eligibility.
