About this file

Summary

This is a functional and non-functional requirements document for the California Department of Fish and Wildlife (CDFW) Fleet Tracking System (FTS), detailing comprehensive specifications for a state fleet management platform. The document outlines requirements across multiple functional domains including asset management, data management, financial tracking, system integrations, reporting capabilities, and system configuration. The system must support tracking of diverse asset types including on-road vehicles, heavy-duty commercial vehicles, watercraft, off-road equipment, and trailers, with capabilities for managing the complete vehicle lifecycle from acquisition through disposition. Key functional areas include automated FG64 documentation follow-up for regional field coordinators, fleet asset onboarding workflows, telematics device integration, bulk fuel management and tracking, vehicle home storage permit (VHSP) management, smoke and smog check monitoring, and geographic fleet reservation capabilities. The system must integrate with multiple external platforms including WEX for fleet card transactions, Geotab for telematics data, Microsoft Entra ID for authentication, DocuSign for electronic signatures, and the existing Cherwell asset management portal.

The system must incorporate extensive financial tracking functionality to capture original acquisition financial codes with split-funding capabilities, ongoing operations and maintenance (M&O) costs, and non-fuel related maintenance and repair expenses with invoice-level detail and allocation to multiple financial codes or cost centers. The platform requires role-based access control with distinct user roles including fleet coordinators, fleet managers, BMB fleet management staff, system administrators, A/P analysts, and budget managers, each with specific permissions and responsibilities. Integration requirements include automated daily imports of WEX fuel card transactions, scheduled imports of current financial codes from FI$Cal, bi-directional synchronization with the Cherwell asset management system, and real-time vehicle data from Geotab telematics devices. The system must provide comprehensive reporting capabilities including compliance reports for CARB regulations, DGS FAMS templates, utilization and usage reports by division/region/branch, maintenance and repair tracking, WEX billing reports with supervisor approval workflows, and custom ad-hoc reporting with audit trails. Non-functional requirements emphasize cloud-based deployment with web access, comprehensive audit logging of all data changes, field-level configurability to accommodate future regulatory requirements without programming effort, secure data transmission and storage, and support for concurrent multi-user access.
