About this file

This is Amendment Number Two to a Request for Quote issued by the Kansas Department of Administration, Office of Procurement and Contracts, on behalf of the Kansas Department of Wildlife and Parks for one custom-built electrofishing boat, motor, and trailer (Event Number EVT0010940). The amendment provides clarifications to the original bid solicitation and addresses five key questions submitted by potential bidders. The bid closing date is October 21, 2026, at 2:00 PM Central Time, with delivery required to Wilson State Park in Sylvan Grove, Kansas, by June 30, 2027. The scope includes one marine-grade aluminum electrofishing boat (18-foot length, 96-inch beam, center console with LED shock lights and livewell system), one new Suzuki 90 horsepower four-stroke outboard motor with hydraulic steering, and one heavy-duty tandem axle trailer with aluminum I-beam construction and surge brakes.

Key clarifications in this amendment establish that bidders do not need to maintain a Kansas physical business address if they are located in Missouri, Oklahoma, Nebraska, or Colorado and can submit a signed current W-9 Form to verify their location. Resellers may submit photographs and relevant experience from identified boat manufacturers to satisfy the requirement for previously built similar boats, provided the boat is built to state specifications. Payment will be made only after the Agency inspects, fully receives, and verifies the item meets all bid specifications, with Net 30-day payment terms in accordance with Kansas Statute K.S.A. 75-6403(b). A two-year bumper-to-bumper warranty against manufacturer defects is required for all equipment upon delivery. Procurement Officer Michelle Brown can be contacted at 785.296.2401 or Michell.r.brown@ks.gov for additional information.

EVT0010940 – Amendment Two

Electrofishing Boat Motor and Trailer Questions and Answers

Q1: Pages 11 and 13 require bidders to maintain a place of business in Kansas. Must the prime bidder itself have that location, or could a Missouri-based prime qualify through a Kansas supplier or service partner? What documentation and timing apply?

A1: The Kansas physical business address is not required. Yes, a Missouri-based prime would qualify. As long as the place of business is in Kansas or the surrounding states of Missouri, Oklahoma, Nebraska, and Colorado, they would qualify for this bid event. Bidders are required to submit a signed and current W-9 Form with their bid submission. The address provided on the W-9 will be used to verify the Bidder’s location.

Q2: May a reseller submit photographs and relevant experience from its identified boat manufacturer to satisfy the requirement for previously built similar boats?

A2: Yes, as long as the boat is built to our specs

Q3: Please confirm the October 7 closing time as 2:00 p.m. Kansas local time; the documents use both CST and CDT. Also, is delivery required at Wilson State Park or the Topeka procurement office, and is June 30, 2027 the binding delivery deadline? Please let us know of any amendments affecting these requirements.

A3: Bid Submission Deadline: All bid documents must be submitted prior to 2:00 p.m. Central Time (CT), Kansas time, on the specified due date. The Due Date listed on the Event Details is an internal date. Delivery Address is stated in bid documents on page 12

Q4: What are the acceptance, invoicing and payment timelines? Are any advance or progress payments permitted, or is payment made only after delivery and acceptance?

A4: Payment will be made after the item has been inspected by the Agency, fully received by the Agency, and verified to meet all bid specifications.

Payment Terms are Net 30 days. Payment date and receipt of order date shall be based upon K.S.A. 756403(b).

This Statute requires state agencies to pay the full amount due for goods or services on or before the 30th calendar day after the date the agency receives such goods or services or the bill for the goods and services, whichever is later, unless other provisions for payment are agreed to in writing by the Contractor and the state agency. NOTE: If the 30th calendar day noted above falls on a Saturday, Sunday, or legal holiday, the following workday will become the required payment date. Payments shall not be made for costs or items not listed in this contract. Payment schedule shall be on a frequency mutually agreed upon by both the agency and the Contractor.

Q5: Is there a prior comparable purchase or contract number, award amount and bid tabulation we could review?

A5: The previously awarded contracts are available to the public through the State of Kansas supplier portal, eSupplier. To obtain copies of records or to request access to records that are not publicly available, please submit a Kansas Open Records Act (KORA) request through the Office of the Chief Counsel at http://admin.ks.gov/offices/chief-counsel .
