Question #RFP PageSectionQuestionResponse
Incumbent/Historical Data: Can LSH share the incumbent vendor and current hourly rate(s) under the expiring Contract 50858, or the historical utilization/spend for the current contract term? This helps us price competitively while ensuring service continuity. For the past three fiscal years, Larned State Hospital (LSH) has spent an average of approximately $20,000 annually on physical therapy services provided by the current contractor.
Staffing Model: May the Contractor provide services using more than one credentialed Physical Therapist (e.g., a primary PT with a backup/relief PT for coverage during absences), or must a single named PT provide all services under the contract?Multiple Physical Therapists may be utilized under this contract. If more than one Physical Therapist is assigned, the contractor must bill the same hourly rate for each therapist. No variations in hourly rates between therapists will be accepted.
Physical Therapy Assistant (PTA) Use: Section 4.3 notes all PTA-related costs are the Contractor's responsibility with no separate reimbursement. Can you confirm whether PTA-provided visits are billed to the State at the same hourly rate as PT-provided visits, or are PTA hours excluded from Contractor billing entirely? The Contractor shall include all Physical Therapy Assistant (PTA) hours in the hourly rate submitted for the contract. No additional billing or separate reimbursement for PTA hours will be accepted. Compensation for PTA services is solely the Contractor's responsibility and must be included in the proposed hourly rate.
Credentialing Timeline: Given the October 1, 2026 contract start date, what is the expected timeline for credentialing/onboarding review by LSH, TJC, and CMS following contract award? This process will start immediatley after the bid is awarded to that services can begin.
Facility Access/Equipment: Will the 1,237 sq ft PT facility include any existing treatment equipment (tables, modalities, etc.), or is the Contractor expected to supply all clinical equipment beyond what's listed as State-provided in Section 4.4?Clinical equipment for basical Physical Therapy services exists wiithin the space. Additional equipment needed for the service msy be requested to LSH and reviewed for potential purchase based on avaiable resources.
Insurance Requirements: Could you confirm the specific minimum coverage limits required for Workers' Compensation, Public Liability, and Property Damage insurance referenced in Section 3.26?Standard Coverage limits
Could the State provide the historical utilization of Physical Therapy Services at Larned State Hospital, including the approximate number of hours utilized annually over the past two to three years? The number of hours requested within the request for service reflects the amoutn of services that are needed for the facility.
For purposes of the 15-minute billing increments, will time spent on patient evaluation, treatment, documentation, care planning, and other required clinical activities be considered billable service time?Yes.
How frequently are hospital orientation sessions offered, and what is the typical duration and content of the required orientation for contracted Physical Therapy personnel?Hospital orientation sessions are offered every 2 weeks. Speciial training accmmodations can be made, at the request of the contractor, to onboard the professionasl with LSH's new employee orientation process.
If a bidder proposes to utilize a Physical Therapy Assistant under the supervision of the Physical Therapist, are there any additional LSH-specific qualifications, credentialing, supervision, or documentation requirements that would apply?Yes. If they are an independently licensed practitioner, then the contractor must have a copy of their credentials/ licensure, and they may practice according to their scope of practice and subject to the same documentaiton requirements at the PT. If they are unlicensed, then they would only need a security clearance but must function/ assist only under the direct supervision of the PT, and the PT would be responsible for their own documentation.
In the event the assigned Physical Therapist is unexpectedly unavailable, does LSH require the contractor to provide replacement coverage within a specified timeframe? No, unless the unavailabiliyt is expected to be longer term with ongoing impact on the services provided to the facility.
Will prospective bidders be permitted to conduct an on-site walkthrough of the Physical Therapy facility and review the available equipment prior to submitting proposals?Yes, if needed.
Can the State confirm that the submitted hourly rate should include all contractor costs, including any costs associated with backup coverage and PTA utilization?Yes.
Can the State provide the complete pre-service credentialing/background-check/orientation requirements?Yes, a list of these items can be provided if requested.
Do we need business license from SOS Kansas at the time of bid submission? No, but you need a tax clearance certificate from the Department of Revenue; You will need this document even if you haven't done business with the State of Kansas.
Do we need local city business license at the time of bid submission? No
Which kind of registration this refers to: “Mandatory Bidder Registration with the State of Kansas must be approved before the bid closing date for the company name and tax number submitted on Page 2 (Signature Sheet) of this document.”?Vendors must be an approved registered bidder with the State of Kansas. Vendors must get an invitation to bid from the facilitating Procurement Officer Lee Askew by emailing him at lee.askew@ks.gov.
