This Request for Quote (RFQ) is issued by the Kansas Department of Administration, Office of Procurement and Contracts, on behalf of the Kansas Department of Wildlife and Parks (KDWP). The solicitation seeks contractors to provide playground surfacing system removal and replacement at three state park locations: El Dorado, Eisenhower, and Crawford State Parks. The work includes mobilization, demolition of existing surfaces, installation of new safety surfacing systems compliant with ASTM F1292 standards, traffic control, safety fencing, and third-party impact attenuation testing. Estimated quantities total 4,750 square feet at El Dorado, 2,900 square feet at Crawford, and 3,770 square feet at Eisenhower. Bidders may submit up to two surfacing system types per location, including synthetic turf and poured-in-place rubber options. The bid closing date is May 21, 2026, at 2:00 PM CST, with questions due by May 14, 2026. Contractors must have a minimum five years of verifiable experience in playground resurfacing with evidence of completing at least five comparable projects. The contract term is 30 calendar days per park location from the Notice to Proceed, with liquidated damages assessed at $500 per day for delays. KDWP reserves the right to award the contract as a single entity covering all three parks or to split the award by individual park locations with separate contractors.
Bidders must submit a 5% bid guarantee and include all required certifications with their proposals, including immigration compliance, sexual harassment policy acknowledgment, Israel boycott certification, telecommunications equipment certification, and tax clearance documentation. All pricing must include applicable Kansas state, county, and city sales taxes, with labor exempt from tax for direct state contracts but taxable for subcontractors, and federal excise tax included in quoted prices. The cost sheet requires bidders to provide unit pricing for each line item and submit their critical fall height determination for the playground equipment at each location. Contractors shall provide a minimum 15-year warranty on all surfacing materials and installation. The State of Kansas may terminate the contract due to insufficient appropriation with 30 days' notice, and all work is subject to Kansas law and the provisions of the Kansas Tort Claims Act. No bid may be withdrawn for the specified period following submission, and tabsheets can be requested within five business days of the closing date.
