About this file
This document contains architectural plans for playground resurfacing improvement projects at three Kansas state parks managed by the Kansas Department of Wildlife and Parks (KDWP). The projects include playground resurfacing improvements at El Dorado State Park, Eisenhower State Park, and Crawford State Park. The plans are dated March 30, 2026, and include site plans, detail drawings, and general construction notes for each location. The project manager is Brandon Jacobs (KDWP Engineering Services, 785-631-0660), with Brett Blackburn serving as Chief Engineer. Individual park managers are identified for each site: Shon Pinard at El Dorado State Park, Bailey L. Ham at Eisenhower State Park, and Nick Zafuta at Crawford State Park. The plans specify that contractors must field-verify all equipment fall heights prior to ordering or installing surfacing materials, with fall heights measured in accordance with ASTM F1487 standards.
Key construction requirements outlined in the general notes include contractor responsibility for all labor, equipment, materials, and tools necessary to complete work in a safe and workmanlike manner. Contractors must contact Kansas One Call System (1-800-344-7233) a minimum of two full working days prior to construction to identify and verify locations of all utilities. All project waste must be disposed of offsite by the contractor, and contractors are responsible for protecting existing utilities and facilities during construction, with any damage to be repaired or replaced at no additional cost to the owner. The contractor must furnish and install a surfacing system with an ASTM F1292-certified Critical Fall Height rating that meets or exceeds verified fall heights, with any errors in fall-height determination or surfacing selection corrected by the contractor at no cost to the owner. Shop drawings must be submitted to the project manager for approval prior to fabrication or purchase of non-returnable materials, and all materials are subject to project manager approval.

GENERAL NOTES
1. These notes, and other drawing notes contained herein, are provided to meet specific requirements and supplement the project specifications. These notes neither replace nor override the provisions and requirements of the project specifications.
2. The means of the work and the safety of the contractor's employees are solely the responsibility of the contractor. The contractor has a contractual obligation to comply with all applicable laws and regulations including those of OSHA. At no time will either the owner or the owner's representative take responsibility for the means of the work or the safety of the contractor's employees.
3. The contractor shall coordinate work with the owner to minimize disruption to the owner's facilities. Once the work has been started, the contractor shall complete the work without any interruptions. Construction activities are to be limited to the immediate work site. A staging and storage area will be available for the contractor's use on site.
4. Excavations have not been made to verify locations or depth of buried utilities. The exact location and elevation of all utilities must be determined by the contractor. The contractor shall contact "Kansas One Call System, INC." (1-800-344-7233) a minimum of 2 full working days prior to the start of construction for notification of utility owners and field location of all utilities. The contractor shall verify the elevation of possible conflicting utilities prior to construction. Overhead utilities and underground services generally are not shown.
5. The contractor shall furnish all labor, equipment, materials, and tools necessary to completely perform the work in a safe, expeditious, and workmanlike manner. All work shall be done to the lines, slopes, and grades indicated on the construction drawings. The contractor shall visit the site and familiarize himself/herself with the existing conditions before submitting his/her bid.
6. The contractor shall install materials per the manufacturer's recommendations unless noted otherwise. The contractor accepts full responsibility for the proper handling and installation of materials.
7. All project waste, including concrete rubble from miscellaneous structures, abandoned pipes, excess excavation, ect. shall be disposed of offsite by contractor.
8. Unless noted otherwise, existing utilities are to remain and shall be protected by the contractor during construction. The contractor shall exercise care to avoid damaging existing utilities during grading and construction activities.
9. Existing facilities (utilities, pavements, etc.) damaged by the contractor shall be repaired or replaced by the contractor at no additional expense to the owner.
10. All open excavations shall be protected with safety fence.
11.Positive drainage on the site is required throughout the project duration.
12.Traffic control devices must conform to the latest edition of the manual on uniform traffic control devices (MUTCD) and standards established by the Kansas department of transportation (KDOT).
13.If certain features are not fully shown or called for on the construction drawings or project specifications, their construction shall be of the same character as for similar conditions that are shown or called for, subject to the approval of the engineer.
Where sections vary, the contractor shall provide smooth transitions between them, unless noted otherwise.
14. The contractor is responsible for the transportation, unloading, storage, and management of all equipment unless noted otherwise. The contractor shall coordinate onsite storage with the owner. The contractor shall be responsible for the proper safeguarding of materials and equipment stored on the site to prevent theft, vandalism, or damage.
15. The contractor is responsible for the protection and maintenance of all permanent survey monuments and property irons in the project vicinity. If monuments are disturbed by planned construction, the contractor shall retain a Kansas-licensed land surveyor to re-establish the monuments and irons at the contractor's expense. Such monuments and irons shall be re-established by a licensed land surveyor in accordance with state laws.
16. All shop drawings provided shall be submitted to the Project Manager for review prior to the fabrication of material or the purchase of non-returnable stock.
Dimensional review is the Contractor's responsibility.
17. All materials are subject to the approval of the Project Manager.
