About this file
This is Amendment Two (2) to a Request for Proposal issued by the Kansas Department for Children and Families Office of Procurement and Contracts for janitorial services at the Lenexa Service Center. The amendment addresses clarification questions submitted by prospective bidders regarding the scope of work. The mandatory pre-proposal conference was held on March 24, 2026, at 10:00 AM CST, and written questions were due by close of business on March 27, 2026. The bid closing date is April 16, 2026, at 2:00 p.m. CDT, with service delivery commencing on April 21, 2026. The contract term extends from the date of award through May 31, 2031, representing a five-year agreement. The scope encompasses comprehensive cleaning services for approximately 42,200 cleanable square feet, consisting of 35,200 square feet of carpet and 7,000 square feet of tile, with nighttime cleaning operations scheduled from 6:00 PM to 6:00 AM five days per week and daytime services of one person for four hours each workday during midday hours.
The amendment clarifies that window cleaning services include both interior and exterior windows. Prospective vendors must demonstrate a minimum of five years of continuous active participation in janitorial services and provide three references from customers served within the last five years, with at least two references required to be in-state entities currently receiving janitorial services. All costs for cleaning supplies, equipment, and employee expenses are the responsibility of the contractor, while the State provides toilet tissue, paper towels, light bulbs, and trash liners. Contractors must obtain Kansas criminal history background checks for all employees at their own expense, with results provided before work commences, and employees with felony convictions or misdemeanors involving money, fraud, deceit, or untruthfulness within ten years are prohibited from employment on the contract. Bidders may propose an incremental price increase not to exceed 5 percent annually for years two through five, with no additional price adjustments permitted during the contract life, and payment terms are set at Net 30 days.
