About this file

This is Amendment One to a Request for Proposal issued by the Kansas Department of Wildlife and Parks through the Office of Procurement and Contracts for Lifetime License Cards and Supplies under Event Number EVT0010614. The amendment addresses questions submitted by potential bidders regarding specifications and quantities for five different card types: four main Lifetime cards (Hunt, Fish, Hunt and Fish, and Furharverster) featuring a gold metallic background with printed information on the front, plus one Senior Lifetime card with a white background and black text printed on one side. Annual card orders average 2,500 to 3,500 units per card type, with overlays ordered in quantities of 8,000 or more as needed. The proposal closing date is January 27, 2026, and responses must include a signed copy of this addendum. Procurement Officer Lily J Lundy can be contacted at 785-296-0714 or lily.lundy@ks.gov for additional information.

The amendment clarifies that the Lifetime cards feature a metallic gold front with a white back (split core construction), allowing KDWP to print customer information on the reverse side. Bidders must also supply CR79 2-mil adhesive-backed clear overlay material that will be manually applied by KDWP personnel after printing, not by the vendor. The agency notes this is a new contract with no historical pricing data available. All bidders are required to monitor the procurement website regularly for any additional changes or addenda to the solicitation.

Question

Answer

1. N/A General Please share information regarding the current pricing or rate structure being paid for these services, or any historical pricing guidance related to this bid.

As this is a new contract, this information is not available.

2. 25 4 – Specifications

I would like to see what the Lifetime License Cards look like, so if the Agency could share some pictures that would be great.

Please see attachments below. The attachments show what the front of the cards would need to look like.

The back of the cards should be white so that KDWP can print customer information on the back of the card.

3. 25 4.2.1 – Custom Card of the Following

How many of each card type are being requested?

Annually, on average, 2,500 to 3,500 of each card type is ordered.

Overlays are usually ordered at 8,000 per order or more as needed.

4. 25 4.2.1 – Instructions

It asks for a regular Metallic Gold Stock, but then it asks for a Front and White Stock Back (Split Core).

So is the card Metallic Gold Stock, or is it white on the front and back, or is it Metallic Gold on the front with a white back…and I am not sure what split core means.

Can you clarify?

Please see the attachments for the front of the cards which show the gold color.

The backs of the cards are white as we print the customer’s Lifetime license information on the white side.

5. 25 4.2.2 – Custom Card

It specifies a KDWP – Lifetime Card. CR80 30 ML White 100 & PVC Printed 1 Color, 1 side black text….is this a separate card from the other four cards being requested, so it is five cards total? It indicates that this card has a requested quantity of 5000….but the other printed cards do not have a requested quantity listed.

Lifetime Card, CR80 30 ML White 100 & PVC Printed 1 Color, 1 side black text is our Senior Lifetime cards. These cards are needed due to issuing duplicates for this license type that we no longer sell.

We need the ability to order these cards; however, they will not be ordered in such bulk and frequency as the other four cards.

The above-mentioned Senior Lifetime Card would be in addition to the 4 main Lifetime cards. (1) Hunt, (2) Fish, (3) Hunt and Fish, and (4) Furharvester

In all, 5 different cards would be needed, only 4 containing the gold background.

6. 26 4.2.4 – Custom Card

Overlay

It is requesting a Q0000048 -Overlay CR70 2 ML….I am not familiar with this particular overlay laminate. Is there any additional product information that could be provided to add clarity?

Overlay: CR 79 2 Mil adhesive back, clear abrasion shield with split back

Question

Answer

7. 26 4.2.4 – Custom Card

Overlay

Does this overlay supply item go into a specific printer for adherence to the card during the printing process?

Or is this a manually applied overlay that is applied to the card once printing is completed?

The overlay is manually applied by KDWP once we print the backside of the card (“issue” the license). The overlay would not be installed by vendor.
