About this file

This is Amendment One to a Request for Proposal (RFP) issued by the Kansas Office of Veteran Services through the Kansas Department of Administration's Office of Procurement and Contracts for comprehensive medical billing and collections services. The amendment addresses vendor questions regarding the medical billing services solicitation for the Kansas Veterans Home in Winfield and the Kansas Soldiers Home in Fort Dodge. The scope of work includes claim review, claim submission, claim management, denial management, and monthly detailed reporting, with the vendor responsible for claims submission, denial management, and reporting while the facility retains charge entry and payment posting responsibilities. The RFP closing date is December 2, 2025, at 2:00 PM CST, with contract execution expected January 1, 2026, and a five-year contract term through December 31, 2030. The amendment clarifies that vendors will have direct system access to PointClickCare (the EHR system), will need integrations with KMAP, MCO portals, and Medicare access, and will manage approximately 1.5 Medicare Part A claims, 14 Medicare Part B claims, and 27 Medicaid claims monthly across both facilities, which operate as independent entities under the same team management.

Key clarifications in the amendment include that a Kansas tax clearance certificate is required regardless of vendor location, and newly established businesses may satisfy the five-year experience requirement using professional staff experience with acceptable references from performing professionals. The preferred pricing structure is a monthly flat-rate fee based on estimated annual claim volume rather than percentage-based or per-claim pricing. The vendor will operate during normal business hours with response times aligned to payer-required deadlines, with turnaround expectations for claim submission and denial resolution meeting payer requirements and industry standards. Onsite presence is historically rare but possible, and after-hours or weekend coverage for RAC audits or urgent follow-ups may occasionally be requested. The facility will verify insurance prior to services and notify the vendor for retroactive claim submissions, and denial rates and required adjustments are reported as very low. Vendors may propose their own technology platforms provided they demonstrate full HIPAA compliance, and standard HIPAA-compliant access logging applies with no additional audit trail requirements beyond those standards.
