About this file
This document is an Amendment One for a Request for Proposal (RFP) issued by the Kansas Department of Wildlife and Parks and the Kansas Office of Procurement and Contracts for Oil Spill Monitoring of the Mill Creek Aquatic Community. The amendment addresses two key questions regarding analytical methods and clarifies the scope of required environmental testing. The RFP seeks a vendor to conduct comprehensive stream reach surveys at sites upstream, within, and downstream of a crude oil pipeline spill location during the years 2025, 2026, and 2028, with a closing date of April 10, 2025, at 2:00 PM CST.
The amendment specifies that the project requires analysis of both Polycyclic Aromatic Hydrocarbons (PAHs) and metal contaminations, with the expectation that bidders will provide all EPA methods deemed appropriate for the samples needed. If a bidder cannot provide all required methods, they should clearly indicate which methods they can perform. The procurement opportunity allows for potential set-asides for specific business categories and requires vendors to comply with various administrative documentation, including Tax Clearance Certificates and forms related to Boycott of Israel, Sexual Harassment, and Immigration Reform. The contract will be conducted through the Kansas SMART Strategic Sourcing System, with bids to be submitted to the Department of Administration Procurement and Contracts in Topeka, Kansas.

Question
Answer
1. Reading the document, 4.3.1 only references PAH’s. Out of the methods it mentions, only 8270 is a PAH method.
6010 is for Total Metals 7471 is Hg 8260 is VOC’s which we can’t do on tissue D2974 is a percent moisture method we don’t offer
The RFP includes all EPA methods deemed appropriate for the samples needed. Bidder should bid and provide what it would take to conduct these required samples as requested. If the bidder can not provide all methods then they should include which methods they can provide in their bid.
2. Can you please confirm that the only analysis needed is for
PAH?
Also, is the “and Pace Analytical Labs” comment in the RFP pasted by mistake?
The RFP requests PAH’s and metal contaminations. The RFP should state “at” Pace Analytical Labs.
