About this file

This is an Amendment One document containing Questions and Answers for RFP EVT0009997 issued by the Kansas Department of Administration's Office of Procurement and Contracts for Septic Tank Services and Portable Restroom Rental at the Topeka Correctional Facility. The amendment was issued on December 9, 2024, with responses due by December 23, 2024 at 2:00 PM CST. The procurement officer is Lee Askew, and the document addresses key questions about service requirements, including the frequency of septic tank cleaning (quarterly with additional cleanings as needed) and portable restroom needs.

The document specifies the portable restroom requirements, indicating that the Central Unit compound requires 14 regular units and 2 handicap units, while the I/J Compound needs 10 regular units and 2 handicap units, with flexibility for lower numbers based on facility needs and event impact. The facility currently has no portable toilets in use, as this proposal is for emergent and planned events. The contractor will have flexibility in scheduling cleaning services, with the only requirement being appropriate prior notification, as the facility operates 24/7.

Question

Answer

1. What is the estimated frequency of septic tank cleaning for routine services?

Estimated frequency is quarterly, but with additional buildup additional cleanings may be requested.

2. For Portable Restrooms:

a. How many portable toilets are required?

b. Are there already portable toilets in place? If so, will they need to be replaced by the contractor?

c. Can the contractor set the schedule for cleaning for example, every Monday? Or does the State determine the service day / date?

A) When needed, our Central Unit compound would utilize 14 regular units and 2 handicap units. Our I/J Compound would need 10 regular units and 2 handicap. Lower number of units may be required in some instances dependent on facility need and event impact.

B) We do not currently have any portable toilets that are being used by our facility. This would be proposal for emergent and planned events.

C) We are flexible with scheduling for cleaning. We are a 24/7 facility and would just require appropriate prior notification before the cleaning would occur.
