About this file

This is an amendment document issued by the State of Tennessee, Tennessee Emergency Management Agency (TEMA), modifying the bid submission requirements for Event 34101-13832 related to after-action reports and improvement plans for Winter Storm Fern and Tropical Storm Helene. Amendment Two revises the bid response due date to 2:00 PM Central Daylight Time on April 13, 2026, extending the original April 2, 2026 deadline. The contract encompasses a one-year term with two optional one-year renewal periods, not to exceed sixty months total. Deliverables include comprehensive after-action reports (AARs) and improvement plans (IPs) for state response efforts, requiring extensive data collection through document reviews, interviews with representatives from state agencies, county and local emergency management, ESF representatives, private-sector partners, NGOs, healthcare, education, transportation, law enforcement, fire/EMS, 9-1-1 centers, and federal partners, along with hotwashes, structured interviews, and focus groups. Required deliverables must include executive summaries, incident overviews, operational timelines, community lifelines dashboards, swimlane process maps, information-flow diagrams, geospatial maps, and SMART-formatted improvement plans organized using FEMA's POETE process, with final reports due within six months of contract execution.

Compensation is estimated at approximately $250,000 total based on deliverable line items, with specific dollar amounts per line item to be determined. The State reserves the right to award a single contract for all line items or separate contracts for each line item to the lowest responsive and responsible bidder. Bidders must demonstrate at least one year of business operation, maintain a bona fide place of business with appropriate equipment and trained staff, and provide documented evidence of successfully completing at least three comparable contracts within the past two years. All respondents must be registered with the State of Tennessee Supplier Portal, comply with Tennessee contractor licensing and Department of Revenue registration requirements, provide proof of workers' compensation insurance, and submit organizational charts, project team descriptions, business registration documentation, and debarment certifications. No travel time, travel expenses, meals, or lodging will be compensated. This procurement involves federal funding subject to FFATA requirements and is open to public bidders with no specific set-asides for disadvantaged or minority-owned businesses. The contract administrator for inquiries is Sharon L. Pope at 615-741-9588 or Sharon.Pope@tn.gov.
