About this file
This is an amendment to a solicitation issued by the State of Tennessee, Tennessee Emergency Management Agency (TEMA), for after-action reports and improvement plans related to disaster response efforts. The amendment revises the due date for written questions from the original deadline to 2:00 PM Central Daylight Time on March 18, 2026. The underlying procurement seeks a qualified contractor to conduct comprehensive assessments of state-level response activities for Tropical Storm Helene (DR-4832-TN) and Winter Storm Fern (DR-4898-TN), with deliverables including after-action reports for both disasters and improvement plans for state response efforts. The contractor must collect extensive information through document reviews, interviews with representatives from state agencies, county and local emergency management, ESF representatives, private-sector partners, nonprofits, healthcare, education, transportation, law enforcement, fire/EMS, 9-1-1 centers, and federal partners. Final deliverables must be submitted within six months of contract effective date, and bids are due by April 2, 2026, at 2:00 PM Central Daylight Time through the EDISON procurement system.
Respondents must demonstrate at least one year of business operation, maintain a bona fide place of business with appropriate equipment and trained staff, and provide documented evidence of successfully completing at least three comparable contracts within the past two years. The contract is structured as a one-year term with two optional one-year renewal periods, not to exceed sixty months total, with estimated total compensation of approximately $250,000 based on deliverable line items with specific dollar amounts to be determined. The State reserves the right to award a single contract for all line items or separate contracts for each line item to the lowest responsive and responsible bidder. No travel time, expenses, meals, or lodging will be compensated. All respondents must be registered with the State of Tennessee Supplier Portal prior to contract issuance and comply with Tennessee contractor licensing requirements, Department of Revenue registration, and workers' compensation insurance requirements. This procurement involves federal funding subject to FFATA requirements and includes no specific set-asides for disadvantaged or minority-owned businesses.
