About this file

This is Amendment One to a janitorial services contract issued by the State of Tennessee Department of Military for Event 34101-13978 at the 164th Airlift Wing Memphis Air National Guard Base. The amendment addresses bidder questions and clarifies contract scope, specifications, and operational requirements. The contract covers custodial maintenance services across eleven buildings totaling 77,990 square feet, including weekly public area cleaning, restroom and locker room cleaning with disinfection, breakroom cleaning, and on-request detailed hard surface floor cleaning, window cleaning, and carpet shampooing. Operating hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding Federal Holidays. The contract term is twelve months beginning September 15, 2026, with two options to renew. A pre-bid site visit was held on August 25, 2026, with no additional site visits scheduled. Bid proposals were due by 2:00 p.m. CDT on September 4, 2026, submitted through the Edison Supplier portal, mail, or hand delivery. Pricing must be submitted on an each (EA) basis with all costs inclusive of consumables such as toilet tissue, paper towels, and hand soap.

The estimated contract value for the full base term is approximately $230,000, representing a one-year contract with two renewal options, while the current contract value is $173,018. The contract is not subject to Service Contract Act wage determinations, and no bid bonds or security deposits are required. All contract personnel must pass detailed security background checks conducted by 164th Security Forces to obtain base-issued ID cards, with processing taking approximately two days. The contractor must furnish all materials, equipment, and supplies, while the government provides facilities, janitor closets, utilities, refuse removal, and entomology services. All proposed cleaning chemicals require approval by the base Environmental, Safety, and Occupational Health Management Information System and Hazardous Materials Management Team. Hangar high-bay and floor areas are excluded from the custodial scope. The amendment clarifies that "as needed yearly" line items (detailed hard surface floor cleaning, window cleaning, and detailed carpet cleaning) should be priced based on a frequency of six per year as the guaranteed and expected frequency.
