About this file

This is an Evaluation Plan for a federal procurement of Snow and Ice Removal Services at the Fort Carson Commissary. The Defense Commissary Agency (DeCA), CCQEF is the contracting office, and this acquisition is reserved as a 100% Small Business Set-Aside. The contract will be awarded as a Firm-Fixed-Price agreement using a Lowest Price Technically Acceptable (LPTA) source selection methodology. The total estimated contract value is $226,654.60, covering a one-year base period plus four optional one-year renewal periods.

The evaluation process employs a three-step sequential approach. Step 1 evaluates all proposals for price reasonableness and ranks them from lowest to highest total evaluated price. Step 2 conducts technical acceptability evaluation on the lowest-priced proposal on a pass/fail basis; if accepted, the process terminates and award is made; if rejected, the Government evaluates the next lowest-priced offer sequentially until a technically acceptable proposal is identified. Step 3 concludes the award determination. The minimum technical acceptability criteria require offerors to demonstrate: (1) Response and Clearing Timeframes—ability to begin operations within 2 hours of notification, clear Priority 1 Areas (main pathways and primary access roads) to bare pavement within 6 hours after snowfall ceases, clear Priority 2 Areas (receiving and parking lots) within 12 hours, and continuously remove snow during accumulation rates exceeding 1 inch per hour; (2) Equipment and Materials—evidence of or plan to obtain necessary vehicles and equipment to service approximately 81,505 square feet and commitment to utilizing EPA-compliant pre-approved ice melt materials applied within 3 hours of icy condition notification; and (3) Key Personnel—designation of a Project Manager and at least one Alternate Project Manager fluent in English, with confirmation of 24/7 telephone availability during operations.

Evaluation Plan

Acquisition: Snow and Ice Removal Services, Fort Carson Commissary Contracting Office: Defense Commissary Agency (DeCA), CCQEF Source Selection Process: Lowest Price Technically Acceptable (LPTA) Set-Aside: 100% Small Business Set-Aside Contract Type: Firm-Fixed-Price (FFP)

1. Introduction This Evaluation Plan establishes the methodology for evaluating proposals and selecting the contractor for the Fort Carson Commissary Snow and Ice Removal Services. The objective is to ensure safe, uninterrupted access to the facility by removing snow and ice to a “bare pavement” standard within specified timeframes.

In accordance with FAR 15.103-2, the Government will use the Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made to the responsible offeror whose proposal represents the lowest evaluated price and meets or exceeds the minimum acceptable standards for the non-cost/price factors.

2. Evaluation Factors The evaluation will be based on two primary factors:

• Factor 1: Price

• Factor 2: Technical Acceptability

No relative degrees of importance will be assigned to technical factors, and no tradeoffs will be permitted. There is no significant or quantifiable value to the Government for a contractor to exceed the established safety and accessibility standards.

3. Evaluation Process The evaluation process will be conducted in three sequential steps:

Step 1: Price Evaluation All received offers will be evaluated for price reasonableness. Proposals will be ranked from the lowest evaluated price to the highest evaluated price. The total evaluated price will include the one-year base period and all four (4) one-year option periods (Total Estimated Value: $226,654.60). Because this is a Firm-Fixed- Price contract, the lowest evaluated price from a technically acceptable offeror accurately represents the total anticipated cost to the Government.

Step 2: Technical Acceptability The Government will evaluate the technical proposal of the lowest-priced offeror first. The technical evaluation will be conducted strictly on a pass/fail (Acceptable/Unacceptable) basis to determine if it meets the minimum performance requirements outlined in the Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP).

Technical Ratings:

• Acceptable: Proposal meets the requirements of the solicitation.

• Unacceptable: Proposal does not meet the requirements of the solicitation.

Note: If the lowest-priced offer is deemed Technically Acceptable, the technical evaluation of higher-priced offers will not be necessary.

Step 3: Award Determination If the lowest-priced offer is determined to be Technically Acceptable, the evaluation process stops, and that offeror is selected for award.

If the lowest-priced offer is determined to be Technically Unacceptable, the Government will evaluate the next lowest-priced offer for technical acceptability.

This process will continue sequentially until a technically acceptable offer is identified at the lowest evaluated price.

4. Minimum Technical Acceptability Criteria To achieve an "Acceptable" rating, the offeror's technical proposal must affirmatively demonstrate the ability to meet the following minimum requirements derived from the SOW:

1. Response and Clearing Timeframes:

• Demonstrate the ability to begin snow removal operations within two (2) hours of notification.

• Commit to clearing Priority 1 Areas (main customer/employee pathways, primary access roads) to bare pavement within six (6) hours after snowfall ceases.

• Commit to clearing Priority 2 Areas (receiving and parking lots) to bare pavement within twelve (12) hours after snowfall ceases.

• Ability to continuously remove snow when accumulation rates exceed 1" per hour.

2. Equipment and Materials:

• Provide evidence of, or a plan to obtain, the necessary vehicles and equipment to service approximately 81,505 square feet of combined areas.

• Commit to utilizing EPA-compliant, pre-approved snow/ice removal materials (e.g., Premiere Ice Melter, Superior Snow-N-Ice Melter, Ice Away) applied within three (3) hours of icy condition notification.

3. Key Personnel:

• Designation of a Project Manager and at least one Alternate Project Manager who are fluent in English.

• Confirmation that Key Personnel will be reachable by telephone 24/7 during any period where operations are expected or underway.
