About this file
The document is an Evaluation Factors & Criteria Form for the Mobile Emergency Response Support Thomasville HVAC Project located at 434 South Pinetree Blvd, Thomasville, GA 31792. The form provides a structured evaluation process using a trade-off method, allowing the government to consider awards beyond the lowest price or highest technical rating. The evaluation criteria include nine key areas: Technical Expertise, Past Performance, Technical Proposal, Cost and Pricing, Quality Assurance, Project Management, Safety Record, Financial Stability, and Customer Service. Each criterion is rated on a 1-5 scale (Poor to Excellent) and will be weighted approximately equally when assessing proposals.
The associated federal contract opportunity involves replacing the existing HVAC system at the Mobile Emergency Response Support Thomasville (MERS-TV) facility. The project requires removing the current closed-loop water source heat pump system and installing a new 3-phase/460V HVAC system with 15 individual units totaling 70 tons for a 47,000 sq ft building. A site visit is strongly recommended and scheduled for Monday, July 14, 2025, with a limit of 2 visitors per company. Potential contractors must email specified contacts to schedule a visit by Thursday, July 10, 2025. Questions are due by Tuesday, July 15, 2025, and quotes must be submitted by 12:00pm ET on Friday, July 18, 2025, to the provided email addresses.
