About this file

This is an Evaluation Factors document for solicitation FA441925Q0021 that outlines how quotes will be evaluated for the procurement of Aircraft Lighting and Monitoring Control System (ALCMS) Computers at Altus Air Force Base. The evaluation will be based on two factors: Price and Technical Acceptability.

The government will evaluate quotes using a lowest price technically acceptable approach, where the technically acceptable quote with the lowest evaluated price will be selected for award. Price will be evaluated based on the total of CLIN 0001, and must be determined fair and reasonable by the contracting officer. For technical acceptability, the two lowest-priced quotes will be evaluated first to determine if they meet all salient characteristics of the required item. If either quote is deemed technically unacceptable, the next lowest-priced quote will be evaluated until two technically acceptable quotes are identified. If only one acceptable quote is received, award may be made to that vendor if the price is fair and reasonable. The solicitation is being conducted by the 97th Contracting Squadron as a 100% small business set-aside under NAICS code 335132.

FA441925Q0021

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

1. Price

2. Technical Acceptability

(End of provision)

ADDENDUM TO FAR 52.212-2:

Most advantageous to the Government is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions.

Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1: Price The total evaluated price will be determined by the total of CLIN 0001. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. No telephonic responses will be processed.

Factor 2: Technical Acceptability The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. The 2 lowest priced quotes will be evaluated for technical acceptability. If any of the quotes are deemed technically unacceptable, we will evaluate the next lowest priced quotes if there are any remaining, until we have 2 technically acceptable, if there is only 1 acceptable quote, we will award to that vendor if the price is determined to be fair and reasonable.

Rating Description:

“Acceptable” - Quote clearly meets the items specifications of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
