1. BACKGROUND:

The Altus AFB airfield lighting and control management system (ALCMS) is out of date.

Replacement parts are no longer available, and the current PLC system software cannot be updated. The existing system does not meet the requirements of FAA AC 150/5345-56B Specification for L-890 Airport Lighting Control and Monitoring System, UFC 3-535-01 Visual Air Navigation Facilities, UFC 4-010-06 Cybersecurity of Facility-Related Control Systems, nor is it security compliant with DoDI 8510.01 Risk Management Framework for DoD Information Technology and AFI 17-101 Risk Management Framework for Air Force Information Technology.

2. SCOPES:

a. CLIN 1 B525: The scope of work consists of providing contractor furnished government installed new and repairable ALCMS with node at the Altus AFB Air Traffic Control Tower B525. The installation shall meet all requirements of FAA AC 150/5345-56B, UFC 3-535-01, UFC 4-010-06, DoDI 8510.01, and AFI 17-101.

The work shall also include commissioning, coordination, training for Altus AFB personnel, and all documentation required for continued functioning of the ALCMS system.

b. CLIN 2 B198: The scope of work consists of providing contractor furnished government installed new and repairable ALCMS with node at vault B198. The installation shall meet all requirements of FAA AC 150/5345-56B, UFC 3-535-01, UFC 4-010-06, DoDI 8510.01, and AFI 17-101. The work shall also include commissioning, coordination, training for Altus AFB personnel, and all documentation required for continued functioning of the ALCMS system.

c. CLIN 3 B928: The scope of work consists of providing contractor furnished government installed new and repairable ALCMS with node at vault B928. The installation shall meet all requirements of FAA AC 150/5345-56B, UFC 3-535-01, UFC 4-010-06, DoDI 8510.01, and AFI 17-101. The work shall also include commissioning, coordination, training for Altus AFB personnel, and all documentation required for continued functioning of the ALCMS system.

3. DESCRIPTIONS OF WORK:

a. CLIN 1 B525

i. Demolition plan of existing ALCMS without impacting airfield operation

i. Demolition plan of existing ALCMS without impacting airfield operation

1. Plan shall include for replacement two (2) existing ACE 2 combo boxes serving ALZ

ii. Supplying and commissioning new ALCMS meeting requirements of: FAA AC 150-3545-56B, UFC 3-535-01, UFC 4-010-06, DoDI 8510.01, and AFI 17-101

1. Supplying of all hardware

iii. Vault 928 contains four (4) 20A circuits and nine (9) 6.6A circuits

4. GENERAL REQUIREMENTS:

a. Airfield operation shall not be impacted, and work shall be coordinated with Altus

AFB’s Airfield manager.

b. All hardware installation shall be performed by Altus AFB’s Electrical Shop.

c. Single mode fiber is available inside and outside vaults B198 and B928 and connects to the communications cabinet at B525.

d. All work performed on this project shall meet all local, state, federal, Air Force and

DOD codes as well as adhere to all temporary environmental controls outlined in Specification Section 01 57 19.00 20.

e. The Government depends on the existing as-built drawings provided by previous Contractors for the accuracy. The Contractor is advised to field-verify all required information before providing a proposal.

f. The Contractor shall be required to accomplish various other small items of incidental work which may become necessary to complete the project in a satisfactory and workmanlike manner meeting the approval of the contracting officer or their designated representative. The Contractor shall include all such items of work as part of their detailed estimate for the work to be performed.

g. The Contractor shall provide all labor, materials, travel, equipment and supervision necessary to perform all work required for this project.

h. Damage to the building, utilities or any other element during the execution of this project shall be repaired and restored to its original condition by the Contractor provided workers, skilled in trades involved, at no additional cost to Government.
