Questions must be submitted in writing via email to Pamela Davis at pamela_davis@ios.doi.gov by 3:00 PM PDT on May 22, 2026. All quotes must be submitted electronically to the same email address by 3:00 PM PDT on May 29, 2026. Contract award will be based on comparative best-value determination, where non-cost evaluation factors (Past Performance and Technical Approach) are approximately equal to price. Past Performance will receive ratings of High Confidence, Some Confidence, Low Confidence, or Unknown Confidence; Technical Approach will receive High, Some, or Low Confidence ratings; and Price will be evaluated for reasonableness without scoring.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR)

Parts 12 and 13.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)

FAR 9.1.

This acquisition is being solicited as unrestricted.

INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Past Performance: Submit three past rental requests for similar equipment in the past three years. Discuss any problems or challenges with the equipment before and after delivery, include a point of contact.

b. Technical Approach: Demonstrate the full understanding of the requirement and the ability to satisfactorily provide.

c. Price: Quote should include price per dozer; delivery transport to job site 1 and job site 2 and return delivery transport to rental yard, and fuel costs.

QUESTIONS: All questions shall be submitted in writing via email to Pamela Davis at pamela_davis@ios.doi.gov by 3:00pm PDT on May 22, 2026.

QUOTES: All quotes shall be submitted electronically to Pamela Davis at pamela_davis@ios.doi.gov, by

3:00pm PDT on May 29, 2026.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 13 and consider the following factors: Past Performance, Technical Approach, and Price. The Government will make a comparative best-value determination, in which all non-cost evaluation factors, when combined, are approximately equal to price.

a. Factor 1 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (e.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Offeror’s who lack recent or relevant past performance will be assigned an Unknown Confidence rating.

RATING DESCRIPTION

High Confidence

Based on the offeror’s performance record, the Government has high confidence that the offeror will successfully provide excellent, well serviced, reliable equipment for the required task.

Some Confidence

Based on the offeror’s performance record, the Government has some confidence that the offeror will provide mid-quality equipment to successfully complete the required task.

Low Confidence

Based on the offeror’s performance record, the Government has low confidence that the offeror will be able to supply adequate equipment to satisfactorily complete the required task.

Neutral Confidence

No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

b. Factor 2 – Technical Approach: The Technical Approach Factor will receive a confidence rating, defined below and based on information submitted in the quoted offers.

High Confidence

The Government has high confidence in the Offeror’s ability to execute the contract successfully with little or no foreseeable problems in equipment delivery, functionality, and reliability to successfully complete task.

Some Confidence

The Government has some confidence in the Offeror’s ability to execute the contract successfully with some potential foreseeable problems in equipment delivery, functionality, and reliability to successfully complete task.

Low Confidence The Government has low confidence in the Offeror’s ability to execute the contract successfully.

c. Factor 3 - Total Price: Price will not be scored or rated but will be evaluated for reasonableness in

IAW FAR 13.
