About this file

This evaluation criteria document outlines the scoring methodology for the City of Orlando's Real Estate Consulting Services Request for Proposal (RFP26-0032). The City seeks to select one or multiple brokerage and/or appraisal firms to manage its diverse real property portfolio, including parking structures, facilities, undeveloped land, parks, fire stations, police stations, and office buildings. Proposers must be licensed in Florida with a minimum of five years of experience in Orange County and demonstrate expertise in government, commercial, and residential properties. The proposal submission deadline is December 11, 2025, at 2:00 pm, with a non-mandatory pre-proposal virtual conference scheduled for November 17, 2025, at 10:00 am. The contract term is initially twelve months with the potential to extend for up to four additional twelve-month periods, totaling a possible five-year engagement. The seven primary tasks include project organization and advisory services, market analysis and valuation, marketing, acquisition and disposition, due diligence, tenant management and representation, and appraisal services.

Evaluation will be scored across five categories totaling 100 points: Proposer's Qualifications in Requested Services (55 points), Approach to Providing Services (12 points), Minority and Women Owned Business Enterprise participation (10 points), Veteran Business Owned Enterprise participation (3 points), and Pricing (20 points). Proposers must submit an organizational chart with key staff and subcontractors, resumes demonstrating education and experience, and examples of approximately three relevant contracts or appraisals. Pricing is based on commission percentages for real estate transactions, with the lowest percentage awarded 10 points and other proposals scored proportionally using the formula: (Lowest Percentage ÷ Your Percentage) × 10 = Your Points. Compensation will be primarily structured through real estate commissions paid by third-party associations or the City upon transaction closure, with additional services potentially billed at hourly rates. The City reserves the right to award the contract to multiple firms and requires detailed documentation of organizational structure, staff qualifications, and relevant project experience.
